SHORT TITLE. 1 This Act may be cited as the ‘‘Long Bridge Act of 2 2020’’. 3 SEC. 2. AUTHORIZATION OF CONVEYANCES. 4 (a) CONVEYANCES AUTHORIZED.—On request of the 5 Commonwealth of Virginia or the District of Columbia, 6 as applicable, the Secretary of the Interior may, subject 7 to any terms and conditions that the Secretary determines 8 to be necessary, convey to the Commonwealth of Virginia 9 or the District of Columbia, as applicable, any Federal 10 land or interest in Federal land under the jurisdiction of 11 the Secretary that is identified by the Commonwealth of 12 Virginia or the District of Columbia, as applicable, as nec- 13 essary for the Long Bridge Project. 14 (b) REVERSION.—If any portion of the Federal land 15 or interest in Federal land conveyed under subsection (a) 16 is no longer being used for railroad purposes or rec- 17 reational use, title to the portion of the Federal land or 18 interest in the portion of the Federal land shall revert to 19 the Secretary, on a determination by the Secretary that 20 the portion of the Federal land has been remediated and 21 restored to a condition determined to be satisfactory by 22 the Secretary. 23 (c) TEMPORARY USE.—The Secretary may allow the 24 temporary use of any Federal land under the jurisdiction 25 of the Secretary that is identified by the Commonwealth 26 VerDate Sep 11 2014 20:02 Dec 12, 2020 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H7489.RFS H7489 pbinns on DSKJLVW7X2PROD with BILLS 3 HR 7489 RFS of Virginia or the District of Columbia, as applicable, as 1 necessary for the construction of the Long Bridge Project, 2 subject to any terms and conditions determined to be nec- 3 essary by the Secretary. 4 (d) RECOVERY OF COSTS.—Notwithstanding any 5 other provision of law, the Secretary may recover from the 6 Commonwealth of Virginia or the District of Columbia, 7 as applicable, all costs incurred by the Secretary in pro- 8 viding or procuring necessary services associated with a 9 conveyance under subsection (a) or use authorized under 10 subsection (c). 11 (e) DEFINITIONS.—In this section: 12 (1) LONG BRIDGE PROJECT.—The term ‘‘Long 13 Bridge Project’’ means the project consisting of im- 14 provements to the Long Bridge and related railroad 15 infrastructure between Rossyln (RO) Interlocking in 16 Arlington, Virginia, and L’Enfant (LE) Interlocking 17 near 10th Street SW in the District of Columbia, 18 the purpose of which is to expand commuter and re- 19 gional passenger rail service and provide bicycle and 20 pedestrian access crossings over the Potomac River. 21 (2) SECRETARY.—The term ‘‘Secretary’’ means 22 the Secretary of the Interior, acting through the Di- 23 rector of the National Park Service. 24 VerDate Sep 11 2014 20:02 Dec 12, 2020 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H7489.RFS H7489 pbinns on DSKJLVW7X2PROD with BILLS 4 HR 7489 RFS SEC. 3. DETERMINATION OF BUDGETARY EFFECTS. 1 The budgetary effects of this Act, for the purpose of 2 complying with the Statutory Pay-As-You-Go Act of 2010, 3 shall be determined by reference to the latest statement 4 titled ‘‘Budgetary Effects of PAYGO Legislation’’ for this 5 Act, submitted for printing in the Congressional Record 6 by the Chairman of the House Budget Committee, pro- 7 vided that such statement has been submitted prior to the 8 vote on passage. 9 Passed the House of Representatives December 10, 2020.
