AIRPORT IMPROVEMENT PROGRAM APPORTION- 1 MENTS TO PRIMARY AIRPORTS. 2 Section 47114(c)(1) of title 49, United States Code, 3 is amended by adding at the end the following: 4 ‘‘(J) SPECIAL RULE FOR FISCAL YEARS 5 2022 AND 2023.—Notwithstanding subparagraph 6 (A) and the absence of scheduled passenger air- 7 craft service at an airport, the Secretary shall 8 apportion in fiscal years 2022 and 2023 to the 9 sponsor of the airport an amount based on the 10 number of passenger boardings at the airport 11 during whichever of the following years that 12 would result in the highest apportioned amount: 13 ‘‘(i) Calendar year 2018. 14 ‘‘(ii) Calendar year 2019. 15 ‘‘(iii) The prior full calendar year 16 prior to the current fiscal year.’’. 17 SEC. 3.
