SHORT TITLE. 1 This Act may be cited as the ‘‘Information Tech- 2 nology Modernization Centers of Excellence Program 3 Act’’. 4 SEC. 2. GSA MODERNIZATION CENTERS OF EXCELLENCE 5 PROGRAM. 6 (a) DEFINITIONS.—In this section: 7 (1) CLOUD COMPUTING.—The term ‘‘cloud 8 computing’’ has the meaning given the term in sec- 9 tion 1076 of the National Defense Authorization Act 10 for Fiscal Year 2018 (40 U.S.C. 11301 note). 11 (2) EXECUTIVE AGENCY.—The term ‘‘executive 12 agency’’ has the meaning given the term ‘‘Executive 13 agency’’ in section 105 of title 5, United States 14 Code. 15 (3) PROGRAM.—The term ‘‘Program’’ means 16 the Information Technology Modernization Centers 17 of Excellence Program established under subsection 18 (b). 19 (b) ESTABLISHMENT.—The Administrator of General 20 Services shall establish a program to be known as the In- 21 formation Technology Modernization Centers of Excel- 22 lence Program to facilitate the adoption of modern tech- 23 nology by executive agencies. 24 (c) RESPONSIBILITIES.—The Program shall have the 25 following responsibilities: 26 VerDate Sep 11 2014 01:07 Oct 02, 2020 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6401 E:\BILLS\S4200.RS S4200 pbinns on DSKJLVW7X2PROD with BILLS 3 •S 4200 RS (1) To modernize information technology used 1 by an executive agency and how a customer interacts 2 with an executive agency. 3 (2) To improve cooperation between commercial 4 and executive agency information technology sectors. 5 (3) To the extent practicable, encourage the 6 adoption of commercial items in accordance with 7 section 3307 of title 41, United States Code. 8 (4) On a reimbursable basis, assist executive 9 agencies with planning and adoption of technology in 10 focus areas designated by the Administrator, which 11 may include the following: 12 (A) A commercial cloud computing system 13 that includes— 14 (i) end-to-end migration planning and 15 an assessment of progress towards mod- 16 ernization; and 17 (ii) a security and governance frame- 18 work based on industry and government 19 best practices. 20 (B) Tools to help an individual receive sup- 21 port from and communicate with an executive 22 agency. 23 (C) Contact centers and other related cus- 24 tomer supports. 25 VerDate Sep 11 2014 01:07 Oct 02, 2020 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6401 E:\BILLS\S4200.RS S4200 pbinns on DSKJLVW7X2PROD with BILLS 4 •S 4200 RS (D) Efficient use of data management, 1 analysis, and reporting. 2 (E) The optimization of infrastructure, in- 3 cluding for data centers, and the reduction of 4 operating costs. 5 (F) Artificial intelligence. 6 (5) To share best practices and expertise with 7 executive agencies. 8 (6) Other responsibilities the Administrator 9 may identify. 10 (d) PROGRAM REPORTING.—For each reimbursable 11 agreement entered into in accordance with subsection 12 (c)(4), the Administrator shall make the following infor- 13 mation available on a public website within 30 days of the 14 signing of the agreement and updated upon completion: 15 (1) A description of such reimbursable agree- 16 ment or statement of work, and associated project 17 schedules and deliverables. 18 (2) The total amount of the reimbursable agree- 19 ment. 20 (3) The actual or anticipated costs of any prod- 21 uct or service associated with a deliverable under the 22 agreement. 23 (4) Any additional information the Adminis- 24 trator determines necessary. 25 VerDate Sep 11 2014 01:07 Oct 02, 2020 Jkt 019200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6401 E:\BILLS\S4200.RS S4200 pbinns on DSKJLVW7X2PROD with BILLS 5 •S 4200 RS (e) SUNSET.—This Act shall be repealed on the date 1 that is 7 years after the date of enactment of this Act. 2 SECTION 1.
