A BILL
To amend title 18, United States Code, to provide enhanced
penalties for assaulting a law enforcement officer while
engaging in a riot, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ββNo Reward for Inciting
4
Organized Turmoil Act of 2020ββ or the ββNo RIOT Act
5
of 2020ββ.

SEC. 2. ASSAULTING A LAW ENFORCEMENT OFFICER

WHILE ENGAGING IN A RIOT.
2
Section 2101 of title 18, United States Code, is
3
amendedβ
4
(1) in subsection (a), by inserting after ββradio,ββ
5
the following: ββthe internet (including, but not lim-
6
ited to, email and social media),ββ;
7
(2) in subsection (b), by inserting after ββradio,ββ
8
the following: ββthe internet (including, but not lim-
9
ited to, email and social media),ββ; and
10
(3) by adding at the end the following:

ββ(g) Whoever forcibly assaults a Federal, State, or
12
local law enforcement officer in the course of an offense
13
under this section shall be, in addition to any term of im-
14
prisonment imposed under subsection (a)β
15
ββ(1) where the acts in violation of this sub-
16
section constitute only simple assault, be imprisoned
17
not more than one year;
18
ββ(2) where such acts involve physical contact
19
with the victim of that assault, be imprisoned not
20
more than 8 years, or both;
21
ββ(3) where such acts involve the use of a deadly
22
or dangerous weapon (including a weapon intended
23
to cause death or danger but that fails to do so by
24
reason of a defective component) or inflict bodily in-

jury, shall be fined under this title or imprisoned not

more than 20 years; or
2
ββ(4) where such acts cause deathβ
3
ββ(A) in the case of murder, as provided
4
under section 1111; or
5
ββ(B) in the case of manslaughter, as pro-
6
vided under section 1112.ββ.

SEC. 3. RACKETEERING ACTIVITY.

Section 1961(1)(B) of title 18, United States Code,
9
is amended by inserting after ββsection 831 (relating to nu-
10
clear materials),ββ the following: ββ, section 2101 (relating
11
to riots), section 1369 (relating to destruction of veteransβ
12
memorials),ββ.
