SUPPLEMENTAL FUNDING FOR SUPPORTIVE HOUS- 1 ING FOR THE ELDERLY. 2 (a) AUTHORIZATION OF APPROPRIATIONS.—There is 3 authorized to be appropriated $1,202,000,000 for fiscal 4 year 2020 for assistance for supportive housing for the 5 elderly, of which— 6 (1) $845,000,000 shall be for rental assistance 7 under section 202 of the Housing Act of 1959 (12 8 U.S.C. 1701q) or section 8 of the United States 9 Housing Act of 1937 (42 U.S.C. 1437f), as appro- 10 priate, and for hiring additional staff and for serv- 11 ices and costs, including acquiring personal protec- 12 tive equipment, to prevent, prepare for, or respond 13 to the public health emergency relating to 14 Coronavirus Disease 2019 (COVID–19) pandemic 15 for— 16 (A) projects for which assistance is pro- 17 vided under a project rental assistance contract 18 under section 202(c)(2) of the Housing Act of 19 1959 (12 U.S.C. 1701q(c)(2)); 20 (B) projects for which a direct loan under 21 section 202 of such Act was made and for 22 which assistance is provided under section 8 of 23 the United States Housing Act of 1937 (42 24 U.S.C. 1437f); and 25 VerDate Sep 11 2014 00:59 Jul 14, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S4177.IS S4177 pamtmann on DSKBC07HB2PROD with BILLS 3 •S 4177 IS (C) projects for which project-based assist- 1 ance is provided under such section 8 in which 2 more than 80 percent of tenants are 62 years 3 of age or older; 4 (2) $50,000,000 shall be for installation of, and 5 service fees for, wireless internet services in projects 6 and individual units described in paragraph (1); 7 (3) $7,000,000 shall be for a 1-year extension 8 of the Supportive Services Demonstration of the De- 9 partment of Housing and Urban Development au- 10 thorized under the heading ‘‘HOUSING FOR THE EL- 11 DERLY’’ under the heading ‘‘HOUSING PROGRAMS’’ 12 under the heading ‘‘DEPARTMENT OF HOUS- 13 ING AND URBAN DEVELOPMENT’’ in title II 14 of the Department of Housing and Urban Develop- 15 ment Appropriations Act, 2014 (Public Law 113–76; 16 128 Stat. 618); and 17 (4) $300,000,000 shall be for grants under sec- 18 tion 676 of the Housing and Community Develop- 19 ment Act of 1992 (42 U.S.C. 13632) for costs of 20 providing service coordinators for purposes of coordi- 21 nating services to prevent, prepare for, or respond to 22 the public health emergency relating to Coronavirus 23 Disease 2019 (COVID–19). 24 VerDate Sep 11 2014 00:59 Jul 14, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S4177.IS S4177 pamtmann on DSKBC07HB2PROD with BILLS 4 •S 4177 IS (b) ELIGIBILITY OF SUPPORTIVE HOUSING FOR PER- 1 SONS WITH DISABILITIES.—For purposes of subsection 2 (a), section 676(a) of the Housing and Community Devel- 3 opment Act of 1992 (42 U.S.C. 13632(a)) shall be applied 4 by substituting ‘‘(G), and (H)’’ for ‘‘and (G)’’. 5 (c) SERVICE COORDINATORS.— 6 (1) HIRING.— 7 (A) IN GENERAL.—In the hiring of staff 8 using amounts made available pursuant to this 9 section for costs of providing service coordina- 10 tors, grantees shall consider and hire, at all lev- 11 els of employment and to the greatest extent 12 possible, a diverse staff, including by race, eth- 13 nicity, gender, and disability status. 14 (B) REPORT.—Not later 120 days after 15 the date on which the emergency declared on 16 March 13, 2020, by the President under the 17 Robert T.
