To authorize appropriations for the Department of Veterans
Affairs for construction and maintenance, and for other
purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. AUTHORIZATION OF APPROPRIATIONS FOR DE-
3
PARTMENT OF VETERANS AFFAIRS.

(a) IN GENERAL.—There is authorized to be appro-
5
priated
for
the
Department
of
Veterans
Affairs
6
$3,396,000,000 to carry out subsection (b). Amounts ap-
7
propriated pursuant to this section shall remain available
8
for obligation or expenditure without fiscal year limitation.

(b) USE OF AMOUNTS.—The amount authorized to
1
be appropriated under subsection (a) shall be used by the
2
Secretary of Veterans Affairs as follows:
3
(1) $750,000,000 for minor construction.
4
(2) $750,000,000 for non-recurring mainte-
5
nance.
6
(3) $1,350,000,000 for major construction
7
projects that are partially funded for fiscal year
8
2021.
9
(4) $546,000,000 for grants under subchapter
10
III of chapter 81 of title 38, United States Code.

(c) CONTRACTING GOALS.—The contracting goals
12
under section 15(g) (1) and (2) of the Small Business Act
13
(15 U.S.C. 644) shall apply to a contract entered into
14
using amounts authorized to be appropriated under this
15
section and used pursuant to subsection (b) (1) and (2).
