Mr. CONNOLLY (for himself and Mr. HICE of Georgia) introduced the
following bill; which was referred to the Committee on Oversight and Reform
A BILL
To amend title 5, United States Code, to make permanent
the authority of the United States Patent and Trade-
mark Office to conduct a telework travel expenses pro-
gram, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Telework for U.S. In-
4
novation Act’’.

SEC. 2. TELEWORK TRAVEL EXPENSES PROGRAM OF THE

UNITED STATES PATENT AND TRADEMARK

OFFICE.

(a) IN GENERAL.—Section 5711 of title 5, United
4
States Code, is amended—
5
(1) in the section heading, by striking ‘‘test’’;
6
(2) in subsection (f)—
7
(A) in paragraph (1)—
8
(i) in the matter preceding subpara-
9
graph (A), by striking ‘‘committee’’ and in-
10
serting ‘‘committees’’; and
11
(ii) in subparagraph (B), by striking
12
‘‘Government’’;
13
(B) in paragraph (2)—
14
(i) by striking ‘‘test’’; and
15
(ii) by striking ‘‘section, including the
16
provision of reports in accordance with
17
subsection (d)(1)’’ and inserting ‘‘sub-
18
section’’;
19
(C) in paragraph (4)(B), in the matter
20
preceding clause (i), by inserting ‘‘and main-
21
tain’’ after ‘‘develop’’; and
22
(D) in paragraph (5)—
23
(i) in subparagraph (A), by striking
24
‘‘test’’; and

(ii) by striking subparagraph (B) and

inserting the following:

‘‘(B) The Director of the Patent and Trademark Of-
3
fice shall prepare and submit to the appropriate commit-
4
tees of Congress an annual report on the operation of the
5
program under this subsection, which shall include—
6
‘‘(i) the costs and benefits of the program; and
7
‘‘(ii) an analysis of the effectiveness of the pro-
8
gram, as determined under criteria developed by the
9
Director.’’; and
10
(3) in subsection (g), by striking ‘‘this section’’
11
and inserting ‘‘subsection (b)’’.

(b) TECHNICAL AND CONFORMING AMENDMENTS.—
13
The table of sections for subchapter I of chapter 57 of
14
title 5, United States Code, is amended by striking the
15
item relating to section 5711 and inserting the following:
16
‘‘5711. Authority for telework travel expenses programs.’’.
