A BILL
To direct the Secretary of Transportation to conduct re-
search regarding and require the use of driver monitoring
systems to minimize or eliminate motor vehicle driver
distraction.
Be it enacted by the Senate and House of Representa-

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Stay Aware For Every-
4
one Act of 2020’’ or the ‘‘SAFE Act of 2020’’.

SEC. 2. RESEARCH REGARDING REDUCTION OR ELIMI-

NATION OF DRIVER DISTRACTION.
2
(a) IN GENERAL.—Not later than 2 years after the
3
date of enactment of this Act, the Secretary of Transpor-
4
tation shall conduct research regarding the installation
5
and use on motor vehicles of driver monitoring systems
6
to minimize or eliminate—
7
(1) driver distraction;
8
(2) driver disengagement;
9
(3) automation complacency by drivers; and
10
(4) foreseeable misuse of advanced driver-assist
11
systems.

(b) REPORT.—Not later than 180 days after the date
13
of completion of the research under subsection (a), the
14
Secretary of Transportation shall submit to the Com-
15
mittee on Commerce, Science, and Transportation of the
16
Senate and the Committee on Energy and Commerce of
17
the House of Representatives a detailed report describing
18
the findings of the research.

(c) RULEMAKING.—

(1) IN GENERAL.—Not later than 4 years after
21
the date of enactment of this Act, the Secretary of
22
Transportation shall issue a final rule to establish
23
performance standards for driver monitoring sys-
24
tems and require those systems to be installed on all

new passenger motor vehicles, subject to paragraph
1
(2).

(2) COMPLIANCE DATE.—The compliance date
3
of the performance standards and installation re-
4
quirement prescribed under paragraph (1) shall be
5
not later than 2 motor vehicle model years after the
6
effective date of the final rule issued under that
7
paragraph.
