SHORT TITLE. 1 This Act may be cited as the ‘‘Chai Suthammanont 2 Remembrance Act of 2020’’. 3 SEC. 2. TELEWORK, LEAVE, AND RETURNING TO WORK FOR 4 FEDERAL EMPLOYEES. 5 (a) ISSUANCE OF POLICIES AND PROCEDURES BY 6 AGENCIES.—Not later than 30 days before the date on 7 which an agency plans to reopen a facility and after con- 8 sultation with the Chief Human Capital Officer and direc- 9 tor of administration or the equivalent, the head of an 10 agency shall publish on the website of that agency a re- 11 opening plan that details the procedures and policies re- 12 lated to sending employees back to workstations during 13 the covered period that includes the following: 14 (1) The personal protective equipment that will 15 be provided by the agency, the additional cleaning 16 protocols to be implemented, and efforts to ensure 17 social distancing at worksites. 18 (2) The actions the agency will take to protect 19 employees who are required to work in locations out- 20 side of Federal office buildings for activities such as 21 audits and inspections. 22 (3) The requirements that members of the pub- 23 lic must meet in order to enter Federal office spaces. 24 VerDate Sep 11 2014 03:30 Oct 02, 2020 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H7340.RFS H7340 pbinns on DSKJLVW7X2PROD with BILLS 3 HR 7340 RFS (4) A description of the proper contingencies 1 for employees who have a high risk of contracting 2 coronavirus. 3 (5) Ensures the continuity of operations, in- 4 cluding plans to reverse reopening measures if there 5 is a resurgence in coronavirus cases in certain geo- 6 graphic areas. 7 (b) INSPECTORS GENERAL REVIEW.—Not later than 8 6 months after the date of the enactment of this section, 9 the inspector general for each agency shall submit to the 10 Committee on Oversight and Reform of the House of Rep- 11 resentatives and the Committee on Homeland Security 12 and Governmental Affairs of the Senate a review on 13 whether that agency has provided adequate personal pro- 14 tective equipment for the employees who are returning to 15 a Federal office location for the agency and published the 16 policies and procedures required pursuant to subsection 17 (a). 18 (c) DEFINITIONS.—In this section: 19 (1) AGENCY.—The term ‘‘agency’’ has the 20 meaning given that term in section 551 of title 5, 21 United States Code. 22 (2) COVERED PERIOD.—The term ‘‘covered pe- 23 riod’’ means a period during which a nationwide dec- 24 laration of a public health emergency by the Sec- 25 VerDate Sep 11 2014 03:30 Oct 02, 2020 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H7340.RFS H7340 pbinns on DSKJLVW7X2PROD with BILLS 4 HR 7340 RFS retary of Health and Human Services under section 1 319 of the Public Health Service Act (42 U.S.C. 2 247d) is in effect. 3 SEC. 3. DETERMINATION OF BUDGETARY EFFECTS. 4 The budgetary effects of this Act, for the purpose of 5 complying with the Statutory Pay-As-You-Go Act of 2010, 6 shall be determined by reference to the latest statement 7 titled ‘‘Budgetary Effects of PAYGO Legislation’’ for this 8 Act, submitted for printing in the Congressional Record 9 by the Chairman of the House Budget Committee, pro- 10 vided that such statement has been submitted prior to the 11 vote on passage. 12 Passed the House of Representatives September 30, 2020.
