Be it enacted by the Senate and House of Representa-

SECTION 1. LIMITATION ON AVAILABILITY OF FUNDS FOR

INDEPENDENT AGENCIES, SMALL BUSINESS

ADMINISTRATION,

FOR FISCAL YEAR 2024.

Notwithstanding any other provision of the law,

amounts authorized to be appropriated or otherwise avail-

able for Independent Agencies, Small Business Adminis-
