A BILL
To prohibit the procurement by the Director of the Defense
Logistics Agency of certain items containing a perfluoro-
alkyl substance or polyfluoroalkyl substance.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘PFAS Free Military
4
Purchasing Act’’.

SEC. 2. RESTRICTION ON PROCUREMENT BY DEFENSE LO-

GISTICS AGENCY OF CERTAIN ITEMS CON-

TAINING
PERFLUOROALKYL
SUBSTANCES

AND POLYFLUOROALKYL SUBSTANCES.

(a) PROHIBITION.—The Director of the Defense Lo-
5
gistics Agency may not procure any covered item con-
6
taining a perfluoroalkyl substance or polyfluoroalkyl sub-
7
stance.

(b) DEFINITIONS.—In this section:
9
(1) The term ‘‘covered item’’ means—
10
(A) non-stick cookware or food service
11
ware for use in galleys or dining facilities;
12
(B) food packaging materials;
13
(C) furniture or floor waxes;
14
(D) carpeting, rugs, or upholstered fur-
15
niture;
16
(E) personal care items;
17
(F) dental floss; and
18
(G) sunscreen.

(2) The term ‘‘perfluoroalkyl substance’’ means
20
a man-made chemical of which all of the carbon
21
atoms are fully fluorinated carbon atoms.
22
(3) The term ‘‘polyfluoroalkyl substance’’
23
means a man-made chemical containing a mix of
24
fully fluorinated carbon atoms, partially fluorinated
25
carbon atoms, and nonfluorinated carbon atoms.

(c) EFFECTIVE DATE.—This section shall take effect
1
on the date that is one year after the date of the enact-
2
ment of this Act.
