EMERGENCY MENTAL HEALTH AND SUBSTANCE 1 USE TRAINING AND TECHNICAL ASSISTANCE 2 CENTER. 3 Subpart 3 of part B of title V of the Public Health 4 Service Act (42 U.S.C. 290bb–31 et seq.) is amended by 5 inserting after section 520A (42 U.S.C. 290bb–32) the fol- 6 lowing: 7 ‘‘SEC. 520B. EMERGENCY MENTAL HEALTH AND SUB- 8 STANCE USE TRAINING AND TECHNICAL AS- 9 SISTANCE CENTER. 10 ‘‘(a) ESTABLISHMENT.—The Secretary, acting 11 through the Assistant Secretary, shall establish or operate 12 a center to be known as the Emergency Mental Health 13 and Substance Use Training and Technical Assistance 14 Center (referred to in this section as the ‘Center’) to pro- 15 vide technical assistance and support— 16 ‘‘(1) to public or nonprofit entities seeking to 17 establish or expand access to mental health and sub- 18 stance use prevention, treatment, and recovery sup- 19 port services, and increase awareness of such serv- 20 ices; and 21 ‘‘(2) to public health professionals, health care 22 professionals and support staff, essential workers (as 23 defined by a State, Tribe, locality, or territory), and 24 members of the public to address the trauma, stress, 25 VerDate Sep 11 2014 05:51 Jul 08, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S4093.IS S4093 kjohnson on DSK79L0C42PROD with BILLS 3 •S 4093 IS and mental health needs associated with an emer- 1 gency period. 2 ‘‘(b) ASSISTANCE AND SUPPORT.—The assistance 3 and support provided under subsection (a) shall include 4 assistance and support with respect to— 5 ‘‘(1) training on identifying signs of trauma, 6 stress, and mental health needs; 7 ‘‘(2) providing accessible resources to assist in- 8 dividuals and families experiencing trauma, stress, 9 or other mental health needs during and after an 10 emergency period; 11 ‘‘(3) providing resources for substance use dis- 12 order prevention, treatment, and recovery designed 13 to assist individuals and families during and after an 14 emergency period; 15 ‘‘(4) the provision of language access services, 16 including translation services, interpretation, or 17 other such services for individuals with limited 18 English speaking proficiency or individuals with dis- 19 abilities; and 20 ‘‘(5) evaluation and improvement, as necessary, 21 of the effectiveness of such services provided by pub- 22 lic or nonprofit entities. 23 ‘‘(c) BEST PRACTICES.—The Center shall periodi- 24 cally issue best practices for use by organizations seeking 25 VerDate Sep 11 2014 05:51 Jul 08, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S4093.IS S4093 kjohnson on DSK79L0C42PROD with BILLS 4 •S 4093 IS to provide mental health services or substance use disorder 1 prevention, treatment, or recovery services. 2 ‘‘(d) EMERGENCY PERIOD.—In this section, the term 3 ‘emergency period’ has the meaning given such term in 4 section 1135(g)(1)(A) of the Social Security Act. 5 ‘‘(e) AUTHORIZATION OF APPROPRIATIONS.—There 6 is authorized to be appropriated to carry out this section 7 $20,000,000 for each of fiscal years 2020 and 2021.’’. 8 Æ VerDate Sep 11 2014 05:51 Jul 08, 2020 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\S4093.IS S4093 kjohnson on DSK79L0C42PROD with BILLS
