A BILL
To require the Assistant Secretary of Commerce for Commu-
nications and Information to submit a plan to Congress
to track requests for communications use authorization
on Federal land.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Federal Broadband
4
Deployment Tracking Act’’.
5
SEC. 2. REPORT ON TRACKING FORM 299 REQUESTS.
6
(a) DEFINITIONS.—In this section:

GRESS.—The term ‘‘appropriate committees of Con-

gress’’ means—

(A) the Committee on Energy and Com-
4
merce of the House of Representatives; and
5
(B) the Committee on Commerce, Science,
6
and Transportation of the Senate.

(2) ASSISTANT SECRETARY.—The term ‘‘Assist-
8
ant Secretary’’ means the Assistant Secretary of
9
Commerce for Communications and Information.
10
(3) DEPARTMENT
CONCERNED.—The term
11
‘‘Department concerned’’ means—
12
(A) the Secretary of the Interior, with re-
13
spect to public land; and
14
(B) the Secretary of Agriculture, with re-
15
spect to National Forest System land.
16
(4) FORM 299.—The term ‘‘Form 299’’ means
17
the
form
developed
pursuant
to
section
18
6409(b)(2)(A) of the Middle Class Tax Relief and
19
Job
Creation
Act
of
2012
(47
U.S.C.
20
1455(b)(2)(A)), or any successor form.
21
(5) NTIA.—The term ‘‘NTIA’’ means the Na-
22
tional Telecommunications and Information Admin-
23
istration.

(6) SECRETARY CONCERNED.—The term ‘‘Sec-
1
retary concerned’’ means—
2
(A) the Secretary of the Interior, with re-
3
spect to public land; and
4
(B) the Secretary of Agriculture, with re-
5
spect to National Forest System land.

(b) REPORT ON TRACKING FORM 299 REQUESTS.—
7
(1) IN
GENERAL.—Not later than 180 days
8
after the date of the enactment of this Act, the As-
9
sistant Secretary shall submit to the appropriate
10
committees of Congress a report with the elements
11
described in paragraph (2).
12
(2) ELEMENTS DESCRIBED.—The elements de-
13
scribed are as follows:
14
(A) A plan describing how NTIA will track
15
the acceptance, processing, and disposal of a
16
Form 299 submitted to the Department con-
17
cerned by a requesting party.
18
(B) A description of how NTIA would
19
most expeditiously implement the plan de-
20
scribed in subparagraph (A).
21
(C) How to increase transparency to a re-
22
questing party on the status of a Form 299 re-
23
ceived by the Department concerned.
