Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. CLARIFICATION AND EXPANSION OF SANCTIONS 1 RELATING TO CONSTRUCTION OF NORD 2 STREAM 2 OR TURKSTREAM PIPELINE 3 PROJECTS. 4 (a) IN GENERAL.—Subsection (a)(1) of section 7503 5 of the Protecting Europe’s Energy Security Act of 2019 6 (title LXXV of Public Law 116–92; 22 U.S.C. 9526 note) 7 is amended— 8 (1) in subparagraph (A), by inserting ‘‘or pipe- 9 laying activities’’ after ‘‘pipe-laying’’; and 10 (2) in subparagraph (B)— 11 (A) in clause (i)— 12 (i) by inserting ‘‘, or facilitated the 13 sale, lease, or provision of,’’ after ‘‘pro- 14 vided’’; and 15 (ii) by striking ‘‘; or’’ and inserting a 16 semicolon; 17 (B) in clause (ii), by striking the period at 18 the end and inserting a semicolon; and 19 (C) by adding at the end the following: 20 ‘‘(iii) provided underwriting services 21 or insurance or reinsurance for those ves- 22 sels; or 23 ‘‘(iv) provided services or facilities for 24 technology upgrades or installation of 25 VerDate Sep 11 2014 01:51 Jul 18, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H7361.IH H7361 pamtmann on DSKBC07HB2PROD with BILLS 3 •HR 7361 IH welding equipment for, or retrofitting or 1 tethering of, those vessels.’’. 2 (b) DEFINITIONS.—Subsection (i) of such section is 3 amended— 4 (1) by redesignating paragraph (5) as para- 5 graph (6); and 6 (2) by inserting after paragraph (4) the fol- 7 lowing: 8 ‘‘(5) PIPE-LAYING ACTIVITIES.—The term 9 ‘pipe-laying activities’ means activities that facilitate 10 pipe-laying, including site preparation, trenching, 11 surveying, placing rocks, stringing, bending, welding, 12 coating, lowering of pipe, and backfilling.’’. 13 (c) INTERIM REPORT REQUIRED.— 14 (1) IN GENERAL.—As soon as practicable and 15 not later than 90 days after the date of the enact- 16 ment of this Act, the Secretary of State, in consulta- 17 tion with the Secretary of the Treasury, shall submit 18 a report on the matters required by subsection (a) 19 of section 7503 of the Protecting Europe’s Energy 20 Security Act of 2019 (22 U.S.C. 9526 note), as 21 amended by this section, with respect to the pe- 22 riod— 23 (A) beginning on the later of— 24 VerDate Sep 11 2014 01:51 Jul 18, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H7361.IH H7361 pamtmann on DSKBC07HB2PROD with BILLS 4 •HR 7361 IH (i) the date of the enactment of this 1 Act; or 2 (ii) the date of the most recent sub- 3 mission of a report required by such sec- 4 tion 7503; and 5 (B) ending on the date on which the report 6 required by this subparagraph is submitted. 7 (2) TREATMENT.—A report submitted pursuant 8 to paragraph (1) shall be— 9 (A) submitted to the same committees as 10 a report submitted under subsection (a) of such 11 section 7503; and 12 (B) otherwise treated as a report sub- 13 mitted under such subsection (a) for purposes 14 of all authorities granted by such section pursu- 15 ant to such a report. 16 Æ VerDate Sep 11 2014 01:51 Jul 18, 2020 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\H7361.IH H7361 pamtmann on DSKBC07HB2PROD with BILLS
