A BILL
To establish an advisory board on national security innova-
tion activities and extend the pilot program on defense
manufacturing, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘National Security In-
4
novation Act’’.
5
SEC. 2. ADVISORY BOARD ON NATIONAL SECURITY INNOVA-
6
TION ACTIVITIES.
7
Section 230 of the John S. McCain National Defense
8
Authorization Act for Fiscal Year 2019 (10 U.S.C. 2358
9
note) is amended—

(1) in subsection (a), by striking ‘‘The Under

Secretary of Defense for Research and Engineering
2
shall establish’’ and inserting ‘‘The Under Secretary
3
of Defense for Research and Engineering, acting
4
through the Director of the Defense Innovation
5
Unit, shall establish’’;
6
(2) by redesignating subsections (e) through (h)
7
as subsections (f) through (i), respectively;
8
(3) by inserting after subsection (d) the fol-
9
lowing new subsection:

‘‘(e) ESTABLISHMENT OF ADVISORY BOARD.—
11
‘‘(1) IN GENERAL.—Not earlier than the date
12
specified in paragraph (5), but no later than 180
13
days after such date, the Under Secretary shall es-
14
tablish an advisory board within the Defense Innova-
15
tion Unit to advise the Under Secretary and the Di-
16
rector of the Unit with respect to the establishment
17
and prioritization of activities under such subsection
18
(a).

‘‘(2) DUTIES.—The advisory board established
20
under paragraph (1) shall—
21
‘‘(A) identify activities that should be
22
prioritized for establishment under subsection
23
(a);

‘‘(B) not less frequently that semiannually,
1
reevaluate and update such priorities; and
2
‘‘(C) ensure continuing alignment of the
3
activities established under subsection (a), in-
4
cluding all elements of such activities described
5
in subsection (b), with the overall technology
6
strategy of the Department of Defense.
7
‘‘(3) MEMBERSHIP.—The advisory board estab-
8
lished under paragraph (1) shall be composed of one
9
or more representatives from each of the following:
10
‘‘(A) Each science and technology reinven-
11
tion laboratory of the Department of Defense.
12
‘‘(B) The primary procurement organiza-
13
tion of each Armed Force.
14
‘‘(C) The Defense Innovation Board.
15
‘‘(D) Such other organizations and ele-
16
ments of the Department of Defense as the
17
Under Secretary, in consultation with the Di-
18
rector of the Defense Innovation Unit, deter-
19
mines appropriate.
20
‘‘(4) PLAN.—Not later than 90 days before the
21
date on which the advisory board is established
22
under paragraph (1), the Under Secretary shall sub-
23
mit to the congressional defense committees a plan
24
for establishing the advisory board, including a de-

scription of the expected roles, responsibilities, and

membership of the advisory board.

‘‘(5) DATE SPECIFIED.—The date specified in
3
this paragraph is the date on which funds are first
4
appropriated or otherwise made available to carry
5
out subsection (a).’’; and
6
(4) in subsection (h), as so redesignated, by
7
striking ‘‘subsection (h)’’ and inserting ‘‘subsection
8
(i)’’.

SEC. 3. EXTENSION OF PILOT PROGRAM ON DEFENSE MAN-
10
UFACTURING.

Section 1711 of the National Defense Authorization
12
Act for Fiscal Year 2018 (Public Law 115–91; 10 U.S.C.
13
2505 note) is amended—
14
(1) in subsection (d), by striking ‘‘the date that
15
is four years after the date of the enactment of this
16
Act’’ and inserting ‘‘December 31, 2026’’; and
17
(2) in subsection (e), by striking ‘‘January 31,
18
2022’’ and inserting ‘‘January 31, 2027’’.
