EMERGENCY MENTAL HEALTH AND SUB- 3 STANCE USE TRAINING AND TECHNICAL AS- 4 SISTANCE CENTER. 5 ‘‘(a) ESTABLISHMENT.—The Secretary, acting 6 through the Assistant Secretary, shall establish or operate 7 a center to be known as the Emergency Mental Health 8 and Substance Use Training and Technical Assistance 9 Center (referred to in this section as the ‘Center’) to pro- 10 vide technical assistance and support— 11 ‘‘(1) to public or nonprofit entities seeking to 12 establish or expand access to mental health and sub- 13 stance use prevention, treatment, and recovery sup- 14 port services, and increase awareness of such serv- 15 ices; and 16 ‘‘(2) to public health professionals, health care 17 professionals and support staff, essential workers (as 18 defined by a State, Tribe, locality, or territory), and 19 members of the public to address the trauma, stress, 20 and mental health needs associated with an emer- 21 gency period. 22 ‘‘(b) ASSISTANCE AND SUPPORT.—The assistance 23 and support provided under subsection (a) shall include 24 assistance and support with respect to— 25 VerDate Sep 11 2014 04:41 Jul 11, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H7316.IH H7316 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 7316 IH ‘‘(1) training on identifying signs of trauma, 1 stress, and mental health needs; 2 ‘‘(2) providing accessible resources to assist in- 3 dividuals and families experiencing trauma, stress, 4 or other mental health needs during and after an 5 emergency period; 6 ‘‘(3) providing resources for substance use dis- 7 order prevention, treatment, and recovery designed 8 to assist individuals and families during and after an 9 emergency period; 10 ‘‘(4) the provision of language access services, 11 including translation services, interpretation, or 12 other such services for individuals with limited 13 English speaking proficiency or individuals with dis- 14 abilities; and 15 ‘‘(5) evaluation and improvement, as necessary, 16 of the effectiveness of such services provided by pub- 17 lic or nonprofit entities. 18 ‘‘(c) BEST PRACTICES.—The Center shall periodi- 19 cally issue best practices for use by organizations seeking 20 to provide mental health services or substance use disorder 21 prevention, treatment, or recovery services, including best 22 practices for the following special populations: 23 ‘‘(1) Incarcerated individuals. 24 ‘‘(2) Children. 25 VerDate Sep 11 2014 04:41 Jul 11, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H7316.IH H7316 kjohnson on DSK79L0C42PROD with BILLS 4 •HR 7316 IH ‘‘(3) Pregnant women. 1 ‘‘(4) Underserved populations. 2 ‘‘(5) Communities of color. 3 ‘‘(6) Health care providers and essential work- 4 ers. 5 ‘‘(d) EMERGENCY PERIOD.—In this section, the term 6 ‘emergency period’ has the meaning given such term in 7 section 1135(g)(1)(A) of the Social Security Act. 8 ‘‘(e) AUTHORIZATION OF APPROPRIATIONS.—There 9 is authorized to be appropriated to carry out this section 10 $20,000,000 for each of fiscal years 2020 and 2021.’’. 11 Æ VerDate Sep 11 2014 04:41 Jul 11, 2020 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\H7316.IH H7316 kjohnson on DSK79L0C42PROD with BILLS
