A BILL
To toll statutes of limitations during the COVID-19
emergency period, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Federal Emergency
4
Judicial Tolling Act’’.

SEC. 2. TOLLING STATUTES OF LIMITATIONS DURING THE
6
COVID-19 EMERGENCY PERIOD.

(a) IN GENERAL.—The COVID-19 emergency period
8
shall not be considered for purposes of a statute of limita-
9
tions for any action described under subsection (b).

(b) ACTION DESCRIBED.—An action described under

this subsection is—
2
(1) a criminal action for an offense under Fed-
3
eral law, in the case that the statute of limitations
4
applicable to the offense had not run as of the date
5
of enactment of this Act; and
6
(2) a civil action under Federal law.
7
(c) COVID-19 EMERGENCY PERIOD DEFINED.—The
8
term ‘‘COVID-19 emergency period’’ means the period be-
9
ginning on January 31, 2020, and ending on December
10
31, 2020.
