A BILL
To establish and provide for the use of amounts in a Trail
Stewardship for Economic Recovery Fund, and for other
purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Trail Stewardship for
4
Economic Recovery Act of 2020’’.
5
SEC. 2. ESTABLISHMENT AND USE OF TRAIL STEWARDSHIP
6
FOR ECONOMIC RECOVERY FUND.

(a) ESTABLISHMENT.—There is established in the
8
Treasury of the United States a fund, to be known as the

‘‘Trail Stewardship for Economic Recovery Fund’’ (re-
1
ferred to in this section as the ‘‘Fund’’).

(b) DEPOSIT INTO THE FUND.—On the date of en-
3
actment of this Act, out of amounts in the Treasury not
4
otherwise obligated, the Secretary of the Treasury shall
5
deposit into the Fund $200,000,000, to remain available
6
until expended and without further appropriation or fiscal
7
year limitation, to carry out the purposes described in sub-
8
section (c).

(c) USE OF FUND.—
10
(1) IN
GENERAL.—The Secretary of Agri-
11
culture, acting through the Chief of the Forest Serv-
12
ice (referred to in this section as the ‘‘Secretary’’),
13
shall use amounts in the Fund to enter into coopera-
14
tive agreements or contracts with an outfitter or
15
guide to complete, on National Forest System
16
land—
17
(A) trail maintenance projects; and
18
(B) additional invasive plant and noxious
19
weed prevention and control projects.

(2) PREFERENCE.—In entering into cooperative
21
agreements or contracts under paragraph (1), the
22
Secretary shall—
23
(A) give preference to projects described in
24
subparagraphs (A) and (B) of paragraph (1)

that can be performed in an area that the Sec-
1
retary has selected as a priority area under sec-
2
tion 5 of the National Forest System Trails
3
Stewardship Act (16 U.S.C. 583k–3); and
4
(B) expedite projects with the goal of initi-
5
ating the majority of the projects not later than
6
120 days after the date of enactment of this
7
Act.

(3) CONTRACTS AND AGREEMENTS.—A cooper-
9
ative agreement or contract that is entered into
10
under paragraph (1)—
11
(A) shall not be subject to any requirement
12
relating to the procurement of matching funds
13
under any other provision of law; and
14
(B) may contain such terms and conditions
15
as the Secretary requires.

(d) SUBMISSION OF LIST OF PROJECTS TO CON-
17
GRESS.—Not later than 180 days after the date of enact-
18
ment of this Act, and annually thereafter for each fiscal
19
year for which amounts made available under subsection
20
(b) are expended, the Secretary shall submit to the Com-
21
mittee on Energy and Natural Resources of the Senate
22
and the Committee on Natural Resources of the House
23
of Representatives a list of projects described in subpara-
24
graphs (A) and (B) of subsection (c)(1) that—

(1) meet the criteria described in this section;

and
2
(2) have been, or are expected to be, funded
3
from amounts made available under subsection (b).
