A BILL
To prohibit certain Federal funding to governmental entities
that permit autonomous zones within their borders, and
for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘CHOPping Cash for
4
CHAZ Act of 2020’’.

SEC. 2. FUNDING PROHIBITION RELATING TO AUTONO-
1
MOUS ZONES.

(a) IN GENERAL.—During fiscal year 2021, no Fed-
3
eral funds may be provided to a covered governmental en-
4
tity—
5
(1) that permits, for a period exceeding 7 days,
6
an autonomous zone to exist within the jurisdiction
7
of such entity; and
8
(2) until such time as such entity satisfies the
9
requirements specified in subsection (c).

(b) REGULATIONS.—
11
(1) IN GENERAL.—Not later than 15 days after
12
the date of enactment of this Act, the Attorney Gen-
13
eral shall issue regulations necessary to carry out
14
this section, including regulations establishing stand-
15
ards for determining, for purposes of subsection (a),
16
what constitutes—
17
(A) an autonomous zone; and
18
(B) activities that permit such a zone to
19
exist.

(2) ANTIFA CONSIDERED.—In determining
21
what constitutes an autonomous zone, the Attorney
22
General shall incorporate consideration of the pres-
23
ence of ANTIFA within the zone.
24
(c) REESTABLISHING ELIGIBILITY.—To reestablish
25
eligibility for Federal funds, a covered governmental entity

subject to the funding prohibition under subsection (a)
1
shall—
2
(1) disband the relevant autonomous zone; and
3
(2) submit to the Attorney General a report de-
4
tailing—
5
(A) the manner in which the autonomous
6
zone was disbanded; and
7
(B) how the entity intends to prevent fu-
8
ture establishment of autonomous zones.

(d) COVERED GOVERNMENTAL ENTITY DEFINED.—
10
In this section, the term ‘‘covered governmental entity’’
11
means each of the following:
12
(1) A State.
13
(2) A territory of the United States.
14
(3) A political subdivision of an entity described
15
in this subsection, including a city or town.
