PILOT PROGRAM FOR TEMPORARY ISSUANCE OF 1 MATERNITY-RELATED UNIFORM ITEMS. 2 (a) PILOT PROGRAM.—The Director of the Defense 3 Logistics Agency, in coordination with the Secretaries con- 4 cerned, shall carry out a pilot program under which each 5 Secretary concerned shall establish an office for issuing 6 maternity-related uniform items to pregnant members of 7 the Armed Forces, on a temporary basis and at no cost 8 to such member. In carrying out the pilot program, the 9 Director shall take the following actions: 10 (1) The Director shall ensure that such offices 11 maintain a stock of each type of maternity-related 12 uniform item determined necessary by the Secretary 13 concerned, including service uniforms items, utility 14 uniform items, and other items relating to the com- 15 mand and duty assignment of the member requiring 16 issuance. 17 (2) The Director shall ensure that such items 18 have not been treated with the chemical permethrin. 19 (3) The Director, in coordination with the Sec- 20 retary concerned, shall determine a standard number 21 of maternity-related uniform items that may be 22 issued per member. 23 (4) The Secretary concerned shall ensure that 24 any member receiving a maternity-related uniform 25 item returns such item to the relevant office estab- 26 VerDate Sep 11 2014 00:29 Jul 11, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H7289.IH H7289 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 7289 IH lished under paragraph (1) on the date on which the 1 Secretary concerned determines the member no 2 longer requires such item. 3 (5) The Secretary concerned shall inspect, proc- 4 ess, repair, clean, and re-stock items returned by a 5 member pursuant to paragraph (4) for re-issuance 6 from such relevant office. 7 (6) The Director, in coordination with the Sec- 8 retaries concerned, may issue such guidance and 9 regulations as necessary to carry out the pilot pro- 10 gram. 11 (b) TERMINATION.—No maternity-related uniform 12 items may be issued to a member of the Armed Forces 13 under the pilot program after September 30, 2026. 14 (c) REPORT.—Not later than September 30, 2025, 15 the Director of the Defense Logistics Agency, in coordina- 16 tion with the Secretaries concerned, shall submit to the 17 congressional defense committees a report on the pilot 18 program. Such report shall include each of the following: 19 (1) For each year during which the pilot pro- 20 gram was carried out, the number of members of the 21 Armed Forces who received a maternity-related uni- 22 form item under the pilot program. 23 (2) An overview of the costs associated with, 24 and any savings realized by, the pilot program, in- 25 VerDate Sep 11 2014 00:29 Jul 11, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H7289.IH H7289 kjohnson on DSK79L0C42PROD with BILLS 4 •HR 7289 IH cluding a comparison of the cost of maintaining a 1 stock of maternity-related uniform items for 2 issuance under the pilot program versus the cost of 3 providing allowances to members for purchasing 4 such items. 5 (3) A recommendation on whether the pilot pro- 6 gram should be extended after the date of termi- 7 nation under subsection (b) and whether legislation 8 is necessary for such extension. 9 (4) Any other matters that the Secretary of De- 10 fense determines appropriate. 11 (d) AUTHORIZATION OF APPROPRIATIONS.—Of the 12 amounts authorized to be appropriated for operation and 13 maintenance, Defense-wide, for fiscal year 2021, 14 $10,000,000 shall be available for implementation of the 15 pilot program. 16 (e) DEFINITIONS.—In this section, the terms ‘‘con- 17 gressional defense committees’’ and ‘‘Secretary con- 18 cerned’’ have the meaning given those terms in section 19 101(a) of title 10, United States Code. 20 Æ VerDate Sep 11 2014 00:29 Jul 11, 2020 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\H7289.IH H7289 kjohnson on DSK79L0C42PROD with BILLS
