A BILL
To amend the Food and Nutrition Act of 2008 to permit
supplemental nutrition assistance program benefits to be
used to purchase additional types of items and to in-
crease the amount of such benefits.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘ ‘SNAP Provisions to
4
Lower Undue Struggle Act of 2020’’ or the ‘‘SNAP PLUS
5
Act of 2020’’.

SEC. 2. AMENDMENTS.

The Food and Nutrition Act of 2008 (7 U.S.C. 2011
2
et seq.) is amended—
3
(1) in section 3—
4
(A) in subsection (k)—
5
(i) in paragraph (1) by striking ‘‘hot
6
foods or hot food products ready for imme-
7
diate consumption other than those author-
8
ized pursuant to clauses (3), (4), (5), (7),
9
(8), and (9) of this subsection,’’;
10
(ii) by striking ‘‘and (9)’’ the last
11
place it appears and inserting ‘‘(9)’’; and
12
(iii) by inserting before the period at
13
the end the following:
14
‘‘, and (10) vitamins, (including supplements), medicines,
15
prepared foods fit for immediate consumption, hot foods,
16
cleaning supplies, paper products, other household sup-
17
plies, and personal hygiene items’’;
18
(B) by inserting after subsection (o) the
19
following:
20
‘‘(o–1) ‘Personal hygiene items’ means items identi-
21
fied in rules prescribed by the Secretary designed to help
22
encourage personal germ control and cleanliness, and in-
23
cluding toothbrushes, toothpaste, soap, shampoo, deodor-
24
ant, and menstrual hygiene products.’’; and

(C) by inserting after subsection (m) the

following:

‘‘(m–1) ‘Menstrual hygiene products’ means men-
3
strual cups, and sanitary napkins and tampons, that con-
4
form to applicable industry standards.’’; and
5
(2) in section (8)(a) by adding at the end the
6
following:
7
‘‘The value of the allotment shall be increased by $20 per
8
day annually beginning on October 1, adjusted to reflect
9
changes for the 12-month period ending the preceding No-
10
vember 30 in the Consumer Price Index for All Urban
11
Consumers published by the Bureau of Labor Statistics
12
of the Department of Labor.’’.
