To require the Secretary of Defense to recommend a
minimum number of bomber aircraft.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Long Range Bomber
4
Expansion Act of 2020’’.
5
SEC. 2. MINIMUM BOMBER AIRCRAFT FORCE LEVEL.
6
(a) IN GENERAL.—Not later than February 1, 2021,
7
the Secretary of the Air Force shall submit to the congres-
8
sional defense committees a report with recommendations
9
for the bomber aircraft force structure that enables the

Air Force to meet the requirements of its long-range strike

mission under the National Defense Strategy.

(b) ELEMENTS.—The report required under sub-
3
section (a) shall include each of the following elements:
4
(1) The bomber force structure necessary to
5
meet the requirements of the Air Force’s long-range
6
strike mission under the National Defense Strategy,
7
including—
8
(A) the total minimum number of bomber
9
aircraft; and
10
(B) the minimum number of primary mis-
11
sion aircraft.

(2) The penetrating bomber force structure nec-
13
essary to meet the requirements of the Air Force’s
14
long-range strike mission in contested or denied en-
15
vironments under the National Defense Strategy, to
16
include—
17
(A) the total minimum number of pene-
18
trating bomber aircraft; and
19
(B) the minimum number of primary mis-
20
sion penetrating bomber aircraft.

(3) A roadmap outlining how the Air Force
22
plans to reach the force structure identified under
23
paragraphs (1) and (2), including an established

goal date for achieving the minimum number of

bomber aircraft.

(c) FORM.—The report submitted under subsection
3
(a) shall be submitted in unclassified form, but may in-
4
clude a classified annex.
5
(d) PUBLICATION.—The Secretary shall make avail-
6
able to the public the unclassified form of the report sub-
7
mitted under subsection (a).
8
(e) BOMBER AIRCRAFT.—In this section, the term
9
‘‘bomber aircraft’’ includes penetrating bombers in addi-
10
tion to B–52H aircraft.
