ation of such provisions as fall within the jurisdiction of the committee
concerned
A BILL
To direct the Secretary of Defense to carry out a pilot
program on the implementation of mitigating actions to
address vulnerabilities to defense critical electric infra-
structure, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Guaranteeing Resilient
4
Installations for Defense Act of 2020’’ or the ‘‘GRID Act
5
of 2020’’.

SEC. 2. PILOT PROGRAM ON IMPLEMENTATION OF MITI-

GATING
ACTIONS
TO
ADDRESS

VULNERABILITIES TO DEFENSE CRITICAL
3
ELECTRIC INFRASTRUCTURE.
4
(a) IN GENERAL.—The Secretary of Energy, in co-
5
ordination with the Secretary of Defense and the Secre-
6
taries of each of the military departments, shall carry out
7
a two-year pilot program under which the Secretary shall
8
implement mitigating actions to address vulnerabilities as-
9
sessed under section 215A of the Federal Power Act (16
10
U.S.C. 824o–1) at critical defense facilities and their asso-
11
ciated defense critical electric infrastructure, after con-
12
sultation with, and with the consent of, the owners of such
13
infrastructure.

(b) SELECTION OF INSTALLATIONS.—The Secretary
15
shall select at least three military installations at which
16
to carry out the pilot program under this section. In se-
17
lecting such installations, the Secretary shall—
18
(1) ensure that at least one of the military in-
19
stallations selected is an installation of each of
20
Armed Forces;
21
(2) select installations that represent different
22
challenges or severities with respect to electric infra-
23
structure vulnerability;

(3) select at least one critical defense facility

within the service territory of a Power Marketing
2
Administration; and
3
(4) provide particular consideration for critical
4
defense facilities and the associated defense critical
5
electric infrastructure that use rural cooperatives or
6
municipal entities for their electricity needs.

(c) COMPTROLLER GENERAL REVIEW.—
8
(1) IN
GENERAL.—Not later than two years
9
after the date of the enactment of this Act, the
10
Comptroller General of the United States shall—
11
(A) conduct a review of the pilot program
12
under this section; and
13
(B) submit to the appropriate congres-
14
sional committees a report on the results of the
15
review.
16
(2) CONTENTS.—The review required under
17
this subsection shall include an assessment of the ef-
18
fectiveness of the mitigating actions taken under the
19
pilot program and the feasibility of expanding the
20
implementation of such mitigating actions at other
21
installations identified under section 215A(a)(4) of
22
the Federal Power Act (16 U.S.C. 824o–1(a)(4)).

(d) DEFINITIONS.—In this Act:

(1) The term ‘‘appropriate congressional com-
1
mittees’’ means—
2
(A) the Committees on Armed Services
3
and Energy and Commerce of the House of
4
Representatives; and
5
(B) the Committees on Armed Services
6
and Energy and Natural Resources of the Sen-
7
ate.
8
(2) The term ‘‘defense critical electric infra-
9
structure’’ has the meaning given such term under
10
section 215A(a)(4) of the Federal Power Act (16
11
U.S.C. 824o–1(a)(4)).
12
(3) The term ‘‘mitigating action’’ means any
13
energy resiliency solution applied that is consistent
14
with an assessed strategy to reduce defense critical
15
electric infrastructure vulnerabilities.
16
(4) The term ‘‘critical defense facility’’ means a
17
facility designated as a critical defense facility under
18
section 215A(c) of the Federal Power Act (16
19
U.S.C. 824o–1(c)).

(e) AUTHORIZATION OF APPROPRIATIONS.—There is
21
authorized to be appropriated for fiscal year 2021,
22
$25,000,000 to carry out the pilot program under this sec-
23
tion. Amounts authorized to be appropriated under this

SEC. 3. EXTENSION OF CRITICAL DEFENSE FACILITIES AND

DEFENSE CRITICAL ELECTRIC INFRASTRUC-

TURE TO INCLUDE HAWAII, ALASKA, AND THE
5
TERRITORIES AND ADDITION OF MITIGATION
6
AUTHORITY.

Section 215A of the Federal Power Act (16 U.S.C.
8
824o–1) is amended—
9
(1) in subsection (a)(4), by striking ‘‘of the 48
10
contiguous States or the District of Columbia’’ and
11
inserting in its place ‘‘State’’;
12
(2) in subsection (c)—
13
(A) by striking ‘‘identify and designate’’
14
and inserting ‘‘identify, designate, and mitigate
15
vulnerabilities at’’; and
16
(B) by striking ‘‘the 48 contiguous States
17
and the District of Columbia’’ and inserting in
18
its place ‘‘any State’’.
