Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Community Policing 4 Act’’. 5 SEC. 2. DE-ESCALATION TRAINING AND COMMUNITY OUT- 6 REACH GRANT PROGRAM. 7 (a) IN GENERAL.—The Attorney General shall make 8 grants to law enforcement agencies for the purposes of 9 VerDate Sep 11 2014 01:14 Jun 29, 2020 Jkt 099200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H7199.IH H7199 pbinns on DSKJLVW7X2PROD with BILLS 2 •HR 7199 IH providing de-escalation training and community outreach 1 as described in subsection (c). 2 (b) APPLICATION.—To receive a grant under this sec- 3 tion, a law enforcement agency shall submit to the Attor- 4 ney General an application at such time, in such manner, 5 and containing such information as the Attorney General 6 may require. 7 (c) USE OF FUNDS.—Grants awarded under this sec- 8 tion may be used— 9 (1) to provide de-escalation training; and 10 (2) to facilitate community outreach initiatives 11 between the law enforcement agency and the com- 12 munity that the agency serves. 13 (d) PRIORITY.—In making grants under this section, 14 priority shall be given to law enforcement agencies with 15 high crime rates. 16 (e) AUTHORIZATION OF APPROPRIATIONS.—There is 17 authorized to be appropriated to carry out this Act, 18 $10,000,000 for each of fiscal years 2021 through 2025, 19 of which— 20 (1) $7,500,000 shall be for de-escalation train- 21 ing; and 22 (2) $2,500,000 shall be for community out- 23 reach. 24 Æ VerDate Sep 11 2014 01:14 Jun 29, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6301 E:\BILLS\H7199.IH H7199 pbinns on DSKJLVW7X2PROD with BILLS
