National Defense Net Zero Review Act of 2020

COMPTROLLER GENERAL REPORT ON DEPART- 1 MENT OF DEFENSE PROGRESS TOWARD 2 REACHING NET ZERO GOALS. 3 (a) GAO REPORT.—Not later than one year after the 4 date of the enactment of this Act, the Comptroller General 5 of the United States shall submit to the Committees on 6 Armed Services of the Senate and House of Representa- 7 tives a report on the progress of the Department of De- 8 fense toward reaching net zero goals, including an agency- 9 wide view and breakdowns of progress by service branch. 10 (b) CONTENTS OF REPORT.—The report required 11 under subsection (a) shall include— 12 (1) an analysis of the extent to which the De- 13 partment of Defense developed an integrated net 14 zero strategy for energy, emissions, water, and waste 15 management and the extent to which each of the 16 military departments has implemented such strat- 17 egy; 18 (2) a description of the current challenges to 19 implementing net zero initiatives or meeting net zero 20 goals and the degree to which the Department of 21 Defense and the military departments have ad- 22 dressed applied lessons learned to optimize the im- 23 plementation of net zero initiatives; 24 VerDate Sep 11 2014 23:43 Jun 30, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H7169.IH H7169 pamtmann on DSKBC07HB2PROD with BILLS 3 •HR 7169 IH (3) a description of the costs and benefits of net 1 zero initiatives and how such costs and benefits are 2 identified, tracked, and validated; 3 (4) an analysis of the extent to which the mili- 4 tary departments and installations have been suc- 5 cessful in implementing the net zero initiative since 6 the revocation of Executive Order 13693, Planning 7 for Federal Sustainability in the Next Decade; 8 (5) a description of the options for achieving 9 net zero benchmarks of 25 percent, 50 percent, 75 10 percent, and 100 percent of the energy, emissions, 11 water, and waste management levels for 2020, in- 12 cluding anticipated funding requirements, statutory 13 requirements, infrastructure needs, and timeframes; 14 and 15 (6) an analysis of the extent to which the De- 16 partment of Defense and each military department 17 is capable of achieving negative net zero on military 18 installations for the purpose of offsetting operational 19 activities not capable of achieving net zero, and the 20 anticipated funding requirements, statutory require- 21 ments, infrastructure needs, and timeframes for 22 reaching these goals. 23 VerDate Sep 11 2014 23:43 Jun 30, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H7169.IH H7169 pamtmann on DSKBC07HB2PROD with BILLS 4 •HR 7169 IH (c) FORM OF REPORT.—The report required under 1 this section shall be submitted in unclassified form, but 2 may contain a classified annex. 3 SEC. 3. COMPTROLLER GENERAL REPORT ON OPER- 4 ATIONAL ENERGY USAGE. 5 (a) IN GENERAL.—Not later than one year after the 6 date of the enactment of this Act, the Comptroller General 7 of the United States shall submit to the Committees on 8 Armed Services of the Senate and House of Representa- 9 tives a report on Department of Defense operational en- 10 ergy usage, including an agency-wide view and breakdowns 11 of progress by service branch. 12 (b) CONTENTS OF REPORT.—The report required 13 under subsection (a) shall include— 14 (1) an analysis of the extent to which the De- 15 partment of Defense developed an integrated oper- 16 ational energy strategy and the extent to which each 17 of the military departments has implemented such 18 strategy; 19 (2) an analysis of the challenges in imple- 20 menting net zero initiatives or meeting net zero 21 goals pertaining to operational energy; 22 (3) an analysis of the extent to which net zero 23 initiatives can be applied to operational energy man- 24 VerDate Sep 11 2014 23:43 Jun 30, 2020 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H7169.IH H7169 pamtmann on DSKBC07HB2PROD with BILLS 5 •HR 7169 IH agement without negatively impacting mission capa- 1 bility; 2 (4) an analysis of fossil fuel reduction regimes 3 that may maximize reduction of reliance on fossil 4 fuels without achieving net zero; 5 (5) an analysis of the benefits of implementing 6 net zero initiatives pertaining to operational energy, 7 including impacts of lowering the reliance on fossil 8 fuels, decreasing the need for refueling convoys, 9 overcoming the tyranny of distance within United 10 States Indo-Pacific Command through hybrid or 11 other fuel efficient propulsion systems, and associ- 12 ated cost savings for service branches that expend 13 significant resources on fossil fuels; 14 (6) a description of the options for achieving 15 net zero benchmarks with respect to operational en- 16 ergy of 25 percent, 50 percent, 75 percent, and 100 17 percent of the operational energy levels for 2020, in- 18 cluding anticipated funding requirements, statutory 19 requirements, infrastructure needs, and timeframes; 20 and 21 (7) an analysis of the integration between en- 22 ergy offices with program offices, budget, and oper- 23 ational planners within the Department of Defense 24 VerDate Sep 11 2014 23:43 Jun 30, 2020 Jkt 099200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\H7169.IH H7169 pamtmann on DSKBC07HB2PROD with BILLS 6 •HR 7169 IH and military departments, and recommendations for 1 improving coordination. 2 (c) FORM OF REPORT.—The report required under 3 this section shall be submitted in unclassified form, but 4 may contain a classified annex. 5 SEC. 4. DEPARTMENT OF DEFENSE REPORT ON EMISSIONS 6 LEVELS. 7 (a) IN GENERAL.—Not later than 90 days after the 8 date of the enactment of this Act and annually thereafter, 9 the Secretary of the Department of Defense shall submit 10 to the Committees on Armed Services of the Senate and 11 House of Representatives and to the Comptroller General 12 a report on the total level of emissions for each of the 13 ten fiscal years preceding the year in which the report is 14 submitted. Such emissions levels shall include the agency- 15 wide total, breakdowns by military department, and delin- 16 eations between installation and operational emissions. 17 (b) FORM OF REPORT.—The report required under 18 this section shall be submitted in unclassified form, but 19 may contain a classified annex. 20 SEC. 5.
