PERMANENT RESIDENT STATUS FOR VICTORIA 1 GALINDO LOPEZ. 2 (a) IN GENERAL.—Notwithstanding subsections (a) 3 and (b) of section 201 of the Immigration and Nationality 4 Act, Victoria Galindo Lopez shall be eligible for issuance 5 of an immigrant visa or for adjustment of status to that 6 of an alien lawfully admitted for permanent residence 7 upon filing an application for issuance of an immigrant 8 visa under section 204 of such Act or for adjustment of 9 status to lawful permanent resident. 10 (b) ADJUSTMENT OF STATUS.—If Victoria Galindo 11 Lopez enters the United States before the filing deadline 12 specified in subsection (c), she shall be considered to have 13 entered and remained lawfully and shall, if otherwise eligi- 14 ble, be eligible for adjustment of status under section 245 15 of the Immigration and Nationality Act as of the date of 16 the enactment of this Act. 17 (c) WAIVER OF GROUNDS FOR REMOVAL OR DENIAL 18 OF ADMISSION.— 19 (1) IN GENERAL.—Notwithstanding sections 20 212(a) and 237(a) of the Immigration and Nation- 21 ality Act, Victoria Galindo Lopez may not be re- 22 moved from the United States, denied admission to 23 the United States, or considered ineligible for lawful 24 permanent residence in the United States by reason 25 of any ground for removal or denial of admission 26 VerDate Sep 11 2014 07:37 Dec 10, 2020 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H7146.RFS H7146 pbinns on DSKJLVW7X2PROD with BILLS 3 HR 7146 RFS that is reflected in the records of the Department of 1 Homeland Security or the Visa Office of the Depart- 2 ment of State on the date of the enactment of this 3 Act. 4 (2) RESCISSION OF OUTSTANDING ORDER OF 5 REMOVAL.—The Secretary of Homeland Security 6 shall rescind any outstanding order of removal or de- 7 portation, or any finding of inadmissibility or de- 8 portability, that has been entered against Victoria 9 Galindo Lopez by reason of any ground described in 10 paragraph (1). 11 (d) DEADLINE FOR APPLICATION AND PAYMENT OF 12 FEES.—Subsections (a) and (b) shall apply only if the ap- 13 plication for issuance of an immigrant visa or the applica- 14 tion for adjustment of status is filed with appropriate fees 15 within 2 years after the date of the enactment of this Act. 16 (e) REDUCTION OF IMMIGRANT VISA NUMBER.— 17 Upon the granting of an immigrant visa or permanent res- 18 idence to Victoria Galindo Lopez, the Secretary of State 19 shall instruct the proper officer to reduce by 1, during the 20 current or next following fiscal year, the total number of 21 immigrant visas that are made available to natives of the 22 country of the alien’s birth under section 203(a) of the 23 Immigration and Nationality Act or, if applicable, the 24 total number of immigrant visas that are made available 25 VerDate Sep 11 2014 07:37 Dec 10, 2020 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H7146.RFS H7146 pbinns on DSKJLVW7X2PROD with BILLS 4 HR 7146 RFS to natives of the country of the alien’s birth under section 1 202(e) of such Act. 2 (f) DENIAL OF PREFERENTIAL IMMIGRATION TREAT- 3 MENT FOR CERTAIN RELATIVES.—The natural parents, 4 brothers, and sisters of Victoria Galindo Lopez shall not, 5 by virtue of such relationship, be accorded any right, privi- 6 lege, or status under the Immigration and Nationality Act. 7 SEC. 2. DETERMINATION OF BUDGETARY EFFECTS. 8 The budgetary effects of this Act, for the purpose of 9 complying with the Statutory Pay-As-You-Go Act of 2010, 10 shall be determined by reference to the latest statement 11 titled ‘‘Budgetary Effects of PAYGO Legislation’’ for this 12 Act, submitted for printing in the Congressional Record 13 by the Chairman of the House Budget Committee, pro- 14 vided that such statement has been submitted prior to the 15 vote on passage. 16 Passed the House of Representatives December 8, 2020.
