A BILL
To amend title 18, United States Code, to lower the mens
rea standard to reckless for the offense related to depriv-
ing persons of their rights under the color of law, and
for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Bend Toward Justice
4
Act of 2020’’.
