A BILL
To require Federal law enforcement officers, including con-
tract employees, and members of the armed forces en-
gaged in crowd control, riot control, or arrest or detain-
ment of individuals engaged in civil disobedience, dem-
onstrations, protests, or riots to visibly display identi-
fying information.
Be it enacted by the Senate and House of Representa-

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Law Enforcement
2
Identification Act’’.

SEC. 2. IDENTIFYING INFORMATION FOR FEDERAL LAW EN-
4
FORCEMENT
OFFICERS,
INCLUDING
CON-
5
TRACT EMPLOYEES, AND MEMBERS OF THE
6
ARMED FORCES ENGAGED IN CROWD CON-
7
TROL, RIOT CONTROL, OR ARREST OR DE-
8
TAINMENT.

(a) DEFINITIONS.—In this section—
10
(1) the term ‘‘Federal law enforcement officer’’
11
means—
12
(A) an employee or officer in a position in
13
the executive, legislative, or judicial branch of
14
the Federal Government who is authorized by
15
law to engage in or supervise a law enforcement
16
function; or
17
(B) an employee or officer of a contractor
18
or subcontractor (at any tier) of an agency in
19
the executive, legislative, or judicial branch of
20
the Federal Government who is authorized by
21
law or under the contract with the agency to
22
engage in or supervise a law enforcement func-
23
tion;

(2) the term ‘‘law enforcement function’’ means
25
the prevention, detection, or investigation of, or the

prosecution or incarceration of any person for, any
1
violation of law; and
2
(3) the term ‘‘member of an armed force’’
3
means a member of any of the armed forces, as de-
4
fined in section 101(a)(4) of title 10, United States
5
Code, or a member of the National Guard, as de-
6
fined in section 101(3) of title 32, United States
7
Code.

(b) REQUIREMENT.—Each Federal law enforcement
9
officer or member of an armed force who is engaged in
10
any form of crowd control, riot control, or arrest or detain-
11
ment of individuals engaged in an act of civil disobedience,
12
demonstration, protest, or riot in the United States shall
13
at all times display identifying information in a clearly
14
visible fashion, which shall include the Federal agency,
15
last name, and badge number of the Federal law enforce-
16
ment officer or the armed force, last name, and rank of
17
the member of an armed force, respectively.
