National AI Research Resource Task Force Act of 2020

Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘National AI Research 4 Resource Task Force Act of 2020’’. 5 SEC. 2. NATIONAL AI RESEARCH RESOURCE TASK FORCE. 6 (a) DEFINITIONS.—In this section: 7 (1) NATIONAL ARTIFICIAL INTELLIGENCE RE- 8 SEARCH RESOURCE.—The term ‘‘national artificial 9 intelligence research resource’’ mean a system that 10 VerDate Sep 11 2014 17:46 Jun 20, 2020 Jkt 099200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S3890.IS S3890 pamtmann on DSKBC07HB2PROD with BILLS 2 •S 3890 IS provides researchers and students across scientific 1 fields and disciplines with access to compute re- 2 sources, co-located with publicly available, artificial 3 intelligence-ready government and nongovernment 4 data sets and a research environment with appro- 5 priate educational tools and user support. 6 (2) OWNERSHIP.—The term ‘‘ownership’’, with 7 respect to a national artificial intelligence research 8 resource, means responsibility and accountability 9 for— 10 (A) the implementation, deployment, and 11 ongoing development of the resource; and 12 (B) providing staff to support such imple- 13 mentation, deployment, and ongoing develop- 14 ment. 15 (b) ESTABLISHMENT OF TASK FORCE.— 16 (1) ESTABLISHMENT.— 17 (A) IN GENERAL.—The Director of the 18 National Science Foundation, in coordination 19 with the Director of the Office of Science and 20 Technology Policy, shall establish a task 21 force— 22 (i) to investigate the feasibility and 23 advisability of establishing a national arti- 24 ficial intelligence research resource; and 25 VerDate Sep 11 2014 17:46 Jun 20, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S3890.IS S3890 pamtmann on DSKBC07HB2PROD with BILLS 3 •S 3890 IS (ii) to propose a roadmap detailing 1 how such resource should be established 2 and sustained. 3 (B) DESIGNATION.—The task force estab- 4 lished by subparagraph (A) shall be known as 5 the ‘‘National Artificial Intelligence Research 6 Resource Task Force’’ (in this section referred 7 to as the ‘‘Task Force’’). 8 (2) MEMBERSHIP.— 9 (A) COMPOSITION.—The Task Force shall 10 be composed of 12 members selected by the co- 11 chairpersons of the Task Force from among 12 technical experts in artificial intelligence or re- 13 lated subjects, of whom— 14 (i) 4 shall be representatives from the 15 Federal Government, including the co- 16 chairpersons of the Task Force; 17 (ii) 4 shall be representatives from in- 18 stitutions of higher educations (as such 19 term is defined in section 101 of the High- 20 er Education Act of 1965 (20 U.S.C. 21 1001)); and 22 (iii) 4 shall be representatives from 23 private organizations. 24 VerDate Sep 11 2014 17:46 Jun 20, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S3890.IS S3890 pamtmann on DSKBC07HB2PROD with BILLS 4 •S 3890 IS (B) APPOINTMENT.—Not later than 120 1 days after enactment of this Act, the co-chair- 2 persons of the Task Force shall appoint mem- 3 bers to the Task Force pursuant to subpara- 4 graph (A). 5 (C) TERM OF APPOINTMENT.—Members of 6 the Task Force shall be appointed for the life 7 of the Task Force. 8 (D) VACANCY.—Any vacancy occurring in 9 the membership of the Task Force shall be 10 filled in the same manner in which the original 11 appointment was made. 12 (E) CO-CHAIRPERSONS.—The Director of 13 the Office of Science and Technology Policy and 14 the Director of the National Sciences Founda- 15 tion, or their designees, shall be the co-chair- 16 persons of the Task Force. If the role of the 17 Director of the National Science Foundation is 18 vacant, the Chair of the National Science Board 19 shall act as a co-chairperson of the Task Force 20 in lieu of the Director of the National Science 21 Foundation. 22 (F) EXPENSES FOR NON-FEDERAL MEM- 23 BERS.—Non-Federal members of the Task 24 Force shall be allowed travel expenses, includ- 25 VerDate Sep 11 2014 17:46 Jun 20, 2020 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\S3890.IS S3890 pamtmann on DSKBC07HB2PROD with BILLS 5 •S 3890 IS ing per diem in lieu of subsistence, at rates au- 1 thorized for employees under subchapter I of 2 chapter 57 of title 5, United States Code, while 3 away from their homes or regular places of 4 business in the performance of services for the 5 Task Force. 6 (c) ROADMAP AND IMPLEMENTATION PLAN.— 7 (1) IN GENERAL.—The Task Force shall de- 8 velop a coordinated roadmap and implementation 9 plan for establishing and sustaining a national artifi- 10 cial intelligence research resource. 11 (2) CONTENTS.—The roadmap and plan re- 12 quired by paragraph (1) shall include the following: 13 (A) Goals for establishment and sustain- 14 ment of a national artificial intelligence re- 15 search resource and metrics for success. 16 (B) A plan for ownership and administra- 17 tion of such resource, including— 18 (i) an appropriate agency or organiza- 19 tion responsible for the implementation, 20 deployment, and administration of the re- 21 source; and 22 (ii) a governance structure for the re- 23 source, including oversight and decision- 24 making authorities. 25 VerDate Sep 11 2014 04:38 Jun 23, 2020 Jkt 099200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\S3890.IS S3890 pamtmann on DSKBC07HB2PROD with BILLS 6 •S 3890 IS (C) A model for governance and oversight 1 to establish strategic direction, make pro- 2 grammatic decisions, and manage the allocation 3 of resources. 4 (D) Capabilities required to create and 5 maintain a shared computing infrastructure to 6 facilitate access to computing resources for re- 7 searchers across the country, including scalabil- 8 ity, secured access control, resident data engi- 9 neering and curation expertise, provision of 10 curated, data sets, compute resources, edu- 11 cational tools and services, and a user interface 12 portal. 13 (E) An assessment of, and recommend so- 14 lutions to, barriers to the dissemination and use 15 of high-quality government data sets as part of 16 the national artificial intelligence research re- 17 source. 18 (F) An assessment of security require- 19 ments associated with the national artificial in- 20 telligence research resource and its research 21 and a recommendation for a framework for the 22 management of access controls. 23 (G) An assessment of privacy and civil lib- 24 erties requirements associated with the national 25 VerDate Sep 11 2014 04:38 Jun 23, 2020 Jkt 099200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6201 E:\BILLS\S3890.IS S3890 pamtmann on DSKBC07HB2PROD with BILLS 7 •S 3890 IS artificial intelligence research resource and its 1 research. 2 (H) A plan for sustaining the national ar- 3 tificial intelligence research resource, including 4 through Federal funding and partnerships with 5 the private sector. 6 (I) The parameters for the establishment 7 and sustainment of the national artificial intel- 8 ligence research resource, including roles and 9 responsibilities for Federal agencies and mile- 10 stones to establish and sustain the resource. 11 (d) CONSULTATIONS.—In carrying out subsection (c), 12 the Task Force shall consult with the following: 13 (1) The National Science Foundation. 14 (2) The Office of Science and Technology Pol- 15 icy. 16 (3) The National Academies of Sciences, Engi- 17 neering, and Medicine. 18 (4) The National Institute of Standards and 19 Technology. 20 (5) The Defense Advanced Research Projects 21 Agency. 22 (6) The Intelligence Advanced Research 23 Projects Activity. 24 (7) The Department of Energy. 25 VerDate Sep 11 2014 17:46 Jun 20, 2020 Jkt 099200 PO 00000 Frm 00007 Fmt 6652 Sfmt 6201 E:\BILLS\S3890.IS S3890 pamtmann on DSKBC07HB2PROD with BILLS 8 •S 3890 IS (8) The Department of Defense. 1 (9) The General Services Administration. 2 (10) Private industry. 3 (11) Institutions of higher education. 4 (12) Such other persons as the Task Force con- 5 siders appropriate. 6 (e) STAFF.—Staff of the Task Force shall comprise 7 detailees with expertise in artificial intelligence, or related 8 fields from the Office of Science and Technology Policy, 9 the National Science Foundation, or any other Federal 10 agency the co-chairpersons consider appropriate, with the 11 consent of the head of the Federal agency. The co-chair- 12 persons may hire staff from outside the Federal govern- 13 ment for the duration of the task force. 14 (f) TASK FORCE REPORTS.— 15 (1) INITIAL REPORT.—Not later than 6 months 16 after the date on which all of the appointments have 17 been made under subsection (b)(2)(B), the Task 18 Force shall submit to Congress and the President an 19 interim report containing the findings, conclusions, 20 and recommendations of the Task Force.
