To amend title 10, United States Code, to provide for the expansion of
the Junior Reserve Officers’ Training Corps, to expand the Cyber Insti-
tutes Program, and for other purposes.

To amend title 10, United States Code, to provide for the
expansion of the Junior Reserve Officers’ Training
Corps, to expand the Cyber Institutes Program, and
for other purposes.
Be it enacted by the Senate and House of Representa-

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘JROTC and ROTC
4
Enhancement Act of 2020’’.

SEC. 2. EXPANSION OF JUNIOR RESERVE OFFICERS’ TRAIN-

ING CORPS PROGRAM.

(a) EXPANSION OF JROTC CURRICULUM.—Section
3
2031(a)(2) of title 10, United States Code, is amended
4
by inserting after ‘‘service to the United States’’ the fol-
5
lowing: ‘‘(including an introduction to service opportuni-
6
ties in military, national, and public service)’’.

(b) PLAN
TO
INCREASE
NUMBER
OF
JROTC
8
UNITS.—The Secretary of Defense shall, in consultation
9
with the Secretaries of the military departments, develop
10
and implement a plan to establish and support not fewer
11
than 6,000 units of the Junior Reserve Officers’ Training
12
Corps by September 30, 2031.

SEC. 3. EXPANSION OF CYBER INSTITUTES PROGRAM.

Section 1640 of the John S. McCain National De-
15
fense Authorization Act for Fiscal Year 2019 (Public Law
16
115–232; 132 Stat. 2310; 10 U.S.C. 2200 note) is amend-
17
ed by adding at the end the following:

‘‘(g) REPORT TO CONGRESS.—Not later than Sep-
19
tember 30, 2021, the Secretary of Defense shall submit
20
to the Committees on Armed Services of the Senate and
21
the House of Representatives a report on the effectiveness
22
of the Cyber Institutes and on opportunities to expand the
23
Cyber Institutes to additional select institutions of higher
24
learning that have a Reserve Officers’ Training Corps pro-
25
gram.

‘‘(h) AVAILABILITY OF FUNDS FOR EXPANSION.—

Amounts authorized to be appropriated for the Depart-
2
ment of Defense and available for the Cyber Institutes
3
program under this section shall be available for the ex-
4
pansion of the program in accordance with the report re-
5
quired by subsection (g) after September 30, 2021.’’.
