Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Childcare Expansion 4 for Military Families Act of 2020’’. 5 SEC. 2. TEMPORARY PROGRAM TO USE MINOR MILITARY 6 CONSTRUCTION AUTHORITY FOR CONSTRUC- 7 TION OF CHILD DEVELOPMENT CENTERS. 8 (a) PROGRAM AUTHORIZED.—The Secretary of De- 9 fense shall establish a program to carry out minor military 10 VerDate Sep 11 2014 23:16 Jun 19, 2020 Jkt 099200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S3867.IS S3867 pamtmann on DSKBC07HB2PROD with BILLS 2 •S 3867 IS construction projects under section 2805 of title 10, 1 United States Code, to construct child development cen- 2 ters. 3 (b) INCREASED MAXIMUM AMOUNTS APPLICABLE TO 4 MINOR CONSTRUCTION PROJECTS.—For the purpose of 5 any military construction project carried out under the 6 program under this section, the amount specified in sec- 7 tion 2805(a)(2) of title 10, United States Code, is deemed 8 to be $15,000,000. 9 (c) NOTIFICATION AND APPROVAL REQUIRE- 10 MENTS.— 11 (1) IN GENERAL.—The notification and ap- 12 proval requirements under section 2805(b) of title 13 10, United States Code, shall remain in effect for 14 construction projects carried out under the program 15 under this section. 16 (2) PROCEDURES.—The Secretary shall estab- 17 lish procedures for the review and approval of re- 18 quests from the Secretaries of military departments 19 to carry out construction projects under the program 20 under this section. 21 (d) REPORT REQUIRED.— 22 (1) IN GENERAL.—Not later than 180 days 23 after the date of the enactment of this Act, the Sec- 24 retary of Defense shall submit to the congressional 25 VerDate Sep 11 2014 23:16 Jun 19, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S3867.IS S3867 pamtmann on DSKBC07HB2PROD with BILLS 3 •S 3867 IS defense committees a report on the program under 1 this section. 2 (2) ELEMENTS.—The report required by para- 3 graph (1) shall include a list and description of the 4 construction projects carried out under the program 5 under this section, including the location and cost of 6 each project. 7 (e) EXPIRATION OF AUTHORITY.—The authority to 8 carry out a minor military construction project under the 9 program under this section expires on September 30, 10 2022. 11 (f) CONSTRUCTION OF AUTHORITY.—Nothing in this 12 section may be construed to limit any other authority pro- 13 vided by law for a military construction project at a child 14 development center. 15 (g) DEFINITIONS.—In this section: 16 (1) CHILD DEVELOPMENT CENTER.—The term 17 ‘‘child development center’’ includes a facility, and 18 the utilities to support such facility, the function of 19 which is to support the daily care of children aged 20 six weeks old through 12 years old for full-day, part- 21 day, and hourly service. 22 (2) CONGRESSIONAL DEFENSE COMMITTEES.— 23 The term ‘‘congressional defense committees’’ has 24 VerDate Sep 11 2014 23:16 Jun 19, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S3867.IS S3867 pamtmann on DSKBC07HB2PROD with BILLS 4 •S 3867 IS the meaning given that term in section 101(a)(16) 1 of title 10, United States Code. 2 Æ VerDate Sep 11 2014 23:16 Jun 19, 2020 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\S3867.IS S3867 pamtmann on DSKBC07HB2PROD with BILLS
