A BILL
To direct the Secretary of Agriculture to issue regulations
with respect to the protection against COVID–19 for
workers in meat processing establishments, and for other
purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Ensuring Safety Tools
4
so that Employees are All Kept Secure Act of 2020’’ or
5
the ‘‘Ensuring STEAKS Act of 2020’’.

SEC. 2. REGULATIONS FOR PROTECTION OF WORKERS IN

MEAT PROCESSING ESTABLISHMENTS FROM
2
COVID–19.

(a) IN GENERAL.—The Secretary of Agriculture, in
4
consultation with the Director of the Centers for Disease
5
Control and Prevention (in this section referred to as the
6
‘‘Director’’) and the Assistant Secretary of Labor for Oc-
7
cupational Safety and Health, shall—
8
(1) not later than 90 days after the date of the
9
enactment of this Act, issue regulations with respect
10
to protection against COVID–19 for workers in es-
11
tablishments inspected under the Federal Meat In-
12
spection Act (21 U.S.C. 601 et seq.); and
13
(2) through the end of the emergency period (as
14
defined in section 1135(g)(1)(B) of the Social Secu-
15
rity Act (21 U.S.C. 1320b–5(g)(1)(B))), review and
16
update as necessary such regulations no less fre-
17
quently than every 90 days to ensure such regula-
18
tions are sufficient to ensure worker safety.

(b) INTERIM REQUIREMENTS.—Until the regulations
20
are issued under subsection (a)(1), the recommendations
21
published by the Director on the website of the Centers
22
for Disease Control and Prevention with respect to worker
23
safety are deemed to be interim requirements for estab-
24
lishments referred to in such subsection.
