To amend the Agricultural Marketing Act of 1946 to provide
for emergency supplemental funding under local agri-
culture market program for COVID–19 losses, and for
other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Farm to Fridge Act’’.

SEC. 2. EMERGENCY SUPPLEMENTAL FUNDING UNDER

LOCAL AGRICULTURE MARKET PROGRAM
2
FOR COVID–19 LOSSES.

(a) IN GENERAL.—Section 210A(d) of the Agricul-
4
tural Marketing Act of 1946 (7 U.S.C. 1627c(d)) is
5
amended by adding at the end the following:
6
‘‘(7) PAYMENTS FOR COVID–19 LOSSES.—
7
‘‘(A) IN
GENERAL.—The Secretary may
8
make payments to entities eligible to receive a
9
grant under this paragraph (5) or (6) who sub-
10
mit to the Secretary an application at such
11
time, in such manner, and containing—
12
‘‘(i) a description of how the appli-
13
cant’s business has been impacted by
14
COVID–19;
15
‘‘(ii) a narrative explaining how the
16
applicant proposes to use such payments to
17
expand the capacity of their sales in order
18
to properly package and sell agricultural
19
products to consumers either through gro-
20
cery stores or direct sale; and
21
‘‘(iii) such other information as the
22
Secretary may require.

‘‘(B) APPLICABILITY OF LIMITATIONS.—A
24
payment under this paragraph shall not be sub-

ject to the limitations specified under subpara-

graphs (D) and (E) of paragraphs (5) and (6).

‘‘(C) BUY AMERICAN.—Chapter 83 of title
3
41, United States Code, shall apply with re-
4
spect to purchases made using payments re-
5
ceived under this paragraph.’’.

(b) AUTHORIZATION OF APPROPRIATIONS.—Section
7
210A(i)(3)(A) of the Agricultural Marketing Act of 1946
8
(7 U.S.C. 1627c(i)(3)(A)) is amended by adding at the
9
end the following:

‘‘(iii)
PAYMENTS
FOR
COVID–19
11
LOSSES.—There are authorized to be ap-
12
propriated, in addition to the amounts
13
made available under paragraph (2), to
14
provide
payments
under
subsection
15
(d)(7)—
16
‘‘(I) $20,000,000 for payments
17
to entities eligible to receive a grant
18
under subsection (d)(5); and
19
‘‘(II) $14,000,000 for payments
20
to entities eligible to receive a grant
21
under subsection (d)(6).’’.
