DIRECT EMPLOYMENT PILOT PROGRAM FOR MEM- 1 BERS OF THE NATIONAL GUARD AND RE- 2 SERVE AND VETERANS OF THE ARMED 3 FORCES. 4 (a) PROGRAM AUTHORITY.—The Secretary of De- 5 fense may carry out a pilot program to enhance the efforts 6 of the Department of Defense to provide job placement 7 assistance and related employment services directly to 8 members of the National Guard and Reserves and vet- 9 erans of the Armed Forces. 10 (b) ADMINISTRATION.—The pilot program shall be 11 offered to, and administered by, the adjutants general ap- 12 pointed under section 314 of title 32, United States Code. 13 (c) COST-SHARING REQUIREMENT.—As a condition 14 on the provision of funds under this section to a State 15 to support the operation of the pilot program in the State, 16 the State must agree to contribute an amount, derived 17 from non-Federal sources, equal to at least 30 percent of 18 the funds provided by the Secretary of Defense to the 19 State under this section. 20 (d) DIRECT EMPLOYMENT PROGRAM MODEL.—The 21 pilot program should follow a job placement program 22 model that focuses on working one-on-one with a member 23 of a reserve component to cost-effectively provide job 24 placement services, including services such as identifying 25 unemployed and underemployed members and veterans, 26 VerDate Sep 11 2014 00:02 Jun 17, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H7003.IH H7003 pamtmann on DSKBC07HB2PROD with BILLS 3 •HR 7003 IH job matching services, re´sume´ editing, interview prepara- 1 tion, and post-employment follow up. Development of the 2 pilot program should be informed by State direct employ- 3 ment programs for members and veterans, such as the 4 programs conducted in California and South Carolina. 5 (e) EVALUATION.—The Secretary of Defense shall 6 develop outcome measurements to evaluate the success of 7 the pilot program. 8 (f) REPORTING REQUIREMENTS.— 9 (1) REPORT REQUIRED.—Not later than March 10 1, 2024, the Secretary of Defense shall submit to 11 the congressional defense committees a report de- 12 scribing the results of the pilot program. The Sec- 13 retary shall prepare the report in coordination with 14 the Chief of the National Guard Bureau. 15 (2) ELEMENTS OF REPORT.—A report under 16 paragraph (1) shall include the following: 17 (A) A description and assessment of the ef- 18 fectiveness and achievements of the pilot pro- 19 gram, including the number of members of the 20 reserve components and veterans of the Armed 21 Forces hired and the cost-per-placement of par- 22 ticipating members and veterans. 23 (B) An assessment of the impact of the 24 pilot program and increased reserve component 25 VerDate Sep 11 2014 18:49 Jun 18, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H7003.IH H7003 pamtmann on DSKBC07HB2PROD with BILLS 4 •HR 7003 IH employment levels on the readiness of members 1 of the reserve components. 2 (C) A comparison of the pilot program to 3 other programs conducted by the Department 4 of Defense and Department of Veterans Affairs 5 to provide unemployment and underemployment 6 support to members of the reserve components 7 and veterans of the Armed Forces. 8 (D) Any other matters considered appro- 9 priate by the Secretary. 10 (g) LIMITATION ON TOTAL FISCAL-YEAR OBLIGA- 11 TIONS.—The total amount obligated by the Secretary of 12 Defense to carry out the pilot program for any fiscal year 13 may not exceed $20,000,000. 14 (h) DURATION OF AUTHORITY.—The authority to 15 carry out the pilot program expires on September 30, 16 2023, except that the Secretary may extend the pilot pro- 17 gram for not more than two additional fiscal years. 18 Æ VerDate Sep 11 2014 00:02 Jun 17, 2020 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\H7003.IH H7003 pamtmann on DSKBC07HB2PROD with BILLS
