A BILL
To amend title II of division A of the CARES Act to provide
reemployment support benefits to recently unemployed
individuals, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Jump-Start the Amer-
4
ican Economy Act’’.
5
SEC. 2. REEMPLOYMENT SUPPORT BENEFITS.

(a) IN GENERAL.—Section 2104(b) of the Cares Act
7
(Public Law 116–136) is amended—
8
(1) by redesignating paragraph (2) as para-
9
graph (3); and

(2) by inserting after paragraph (1) the fol-
1
lowing:

‘‘(2) REEMPLOYMENT SUPPORT BENEFITS.—
3
‘‘(A) IN GENERAL.—Any agreement under
4
this section may also provide that the State
5
agency of the State may, except as provided in
6
subparagraph (B), make weekly payments of re-
7
employment support benefits in the amount of
8
$600 to each individual who—
9
‘‘(i) was eligible for Federal Pandemic
10
Unemployment Compensation under para-
11
graph (1) for any week prior to the date
12
of enactment of this Act; and
13
‘‘(ii) is no longer so eligible as a result
14
of obtaining reemployment.

‘‘(B) DISQUALIFICATION.—An individual
16
described in subparagraph (A) shall be ineli-
17
gible for reemployment support benefits under
18
this paragraph if, upon obtaining reemploy-
19
ment, the individual has weekly wages that ex-
20
ceed the total amount of unemployment assist-
21
ance the individual received for the previous
22
week under this subtitle and as determined
23
under State law.

‘‘(C) DURATION.—Payments to an indi-
1
vidual under this paragraph shall begin with
2
the 1st week for which the individual is not eli-
3
gible for Federal Pandemic Unemployment
4
Compensation and shall end with the earlier
5
of—
6
‘‘(i) the 6th week following such week;
7
or
8
‘‘(ii) the last week with respect to
9
which the agreement applies.’’.

(b) CONFORMING AMENDMENTS.—Section 2104 of
11
such Act is amended—
12
(1) by inserting ‘‘or payments under subsection
13
(b)(2)’’ after ‘‘Federal Pandemic Unemployment
14
Compensation’’ each place it appears in subsection
15
(d) or (f) of such section; and
16
(2) in subsection (g), by inserting ‘‘, as such
17
provisions apply with respect to Federal Pandemic
18
Unemployment Compensation,’’ after ‘‘the preceding
19
provisions of this section’’.
