To amend title 18, United States Code, to increase the
penalties for trafficking in counterfeit goods, services,
or drugs related to a major disaster or emergency, and
for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ββStop Coronavirus

Scams Actββ.

Section 2320(b) of title 18, United States Code, is
4
amended by adding at the end the following:
5
ββ(4) GOODS, SERVICES, OR DRUGS RELATED TO
6
MAJOR
DISASTERS
OR
EMERGENCIES.βWhoever
7
commits an offense under subsection (a) involving
8
any good, service, or drug that is related to a presi-
9
dentially declared major disaster or emergency (as
10
those terms are defined in section 102 of the Robert
11
T. Stafford Disaster Relief and Emergency Assist-
12
ance Act (42 U.S.C. 5122))β
13
ββ(A) in the case of an offense described in
14
paragraph (1)β
15
ββ(i) if an individual, shall be fined not
16
more than $4,000,000 or imprisoned not
17
more than 20 years, or both, and, if a per-
18
son other than an individual, shall be fined
19
not more than $10,000,000; and
20
ββ(ii) for a second or subsequent of-
21
fense, if an individual, shall be fined not
22
more than $10,000,000 or imprisoned not
23
more than 40 years, or both, and if other
24
than an individual, shall be fined not more
25
than $30,000,000;
