which the Federal Communications Commission may grant a request
for the transfer of certain permits, and for other purposes.

Mr. CRUZ introduced the following bill; which was read twice and referred to
the Committee on Commerce, Science, and Transportation
A BILL
To amend the Communications Act of 1934 to clarify the
situations in which the Federal Communications Com-
mission may grant a request for the transfer of certain
permits, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Blocking Evasive At-
4
tempts to Manipulate Signals Act of 2020’’ or the
5
‘‘BEAMS Act of 2020’’.

SEC. 2. TRANSFER OF CERTAIN PERMITS.

Section 325(d) of the Communications Act of 1934

(47 U.S.C. 325(d)) is amended—
3
(1) by inserting ‘‘(1)’’ after ‘‘(d)’’;
4
(2) by inserting ‘‘, subject to paragraph (2),’’
5
after ‘‘prescribe, and’’; and
6
(3) by adding at the end the following:

‘‘(2) The Commission may not grant such an applica-
8
tion for the transfer of a permit described in subsection
9
(c) that proposes a change in the primary language in
10
which programming by a radio station described in that
11
subsection will be broadcast, unless the Commission sepa-
12
rately certifies to the Committee on Commerce, Science,
13
and Transportation of the Senate and the Committee on
14
Energy and Commerce of the House of Representatives
15
that, in the judgment of the Commission, and in addition
16
to the requirements and prohibitions under section 310,
17
the programming of the radio station is not, and will not
18
become, subject to undue influence by a foreign govern-
19
ment or a political party in power in a foreign country.’’.
