Stafford Disaster Relief and Emergency Assistance Act. Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Local Community 4 Emergency Relief Act of 2020’’. 5 SEC. 2. Stafford Disaster 2 Relief and Emergency Assistance Act (42 U.S.C. 3 5170) during calendar year 2020; and 4 (2) an emergency declared by the President 5 under section 501(b) of the Robert T. Stafford Dis- 6 aster Relief and Emergency Assistance Act (42 7 U.S.C. 5191(b)), or any subsequent major disaster 8 declaration under section 401 of such Act (42 9 U.S.C. 5170) that supersedes the emergency dec- 10 laration, during calendar year 2020. 11 (b) WAIVER OF COST SHARE REQUIREMENTS.—Not- 12 withstanding any other provision of law, including any 13 agreement, the Federal share of any assistance awarded 14 under a covered declaration shall be not less than 100 per- 15 cent of the eligible costs, and, for purposes of subsection 16 (a)(2), shall include assistance provided for the following: 17 (1) Miscellaneous costs, such as the costs of 18 cleaning and sanitizing public areas and buildings 19 where individuals who have contracted COVID–19 20 have been present to prevent the spread of the virus. 21 (2) Other needs assistance for uninsured, dis- 22 aster-related necessary expenses and serious needs, 23 including— 24 VerDate Sep 11 2014 02:15 Jun 13, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S3806.IS S3806 kjohnson on DSK79L0C42PROD with BILLS 3 •S 3806 IS (A) child care assistance for families, 1 healthcare workers, first responders, and others 2 whose children cannot attend school due to 3 mandatory school closures and daycare center 4 closures; 5 (B) funeral and burial assistance for fatali- 6 ties resulting from the COVID–19 disease; 7 (C) increased operating costs for essential 8 government services due to such emergency, in- 9 cluding costs for implementing continuity plans, 10 and sheltering or housing for first responders, 11 emergency managers, health providers and 12 other essential employees; and 13 (D) public health costs including, medical 14 services, testing (including serological testing), 15 preventative care, transportation, medical waste 16 disposal, and prescriptions for individuals who 17 have contracted COVID–19. 18 (3) Mental health services. 19 (4) Critical needs assistance for households 20 with immediate or critical needs for vital resources 21 due to the disruption of community services and 22 higher demand and limited availability of commod- 23 ities. 24 VerDate Sep 11 2014 02:15 Jun 13, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S3806.IS S3806 kjohnson on DSK79L0C42PROD with BILLS 4 •S 3806 IS (5) Medical equipment, regardless of whether 1 such equipment is used for emergency or inpatient 2 care, including all Federal agency assets, temporary 3 and permanent, and the non-Federal purchase of 4 such equipment. 5 (6) The purchase and distribution of food, 6 water, ice, medicine, and other consumable supplies, 7 including personal protective equipment and inclu- 8 sive of impacts to food stocks at private, non-profit 9 food banks and the costs of delivery. 10 (7) Personal protective equipment decontamina- 11 tion costs. 12 (8) Hospital and morgue capacity expansion 13 projects to meet actual or projected COVID–19 14 surge demands. 15 (9) The total costs of maintaining hospital ca- 16 pacity expansion projects as ‘‘warm sites’’ during 17 COVID–19 non-peak periods. 18 (10) Public health communications campaigns 19 related to providing emergency COVID–19 informa- 20 tion, increasing public awareness of the threats, and 21 to mitigate against future spread of the virus. 22 (11) Technical assistance to eligible entities. 23 (12) Security and law enforcement costs, in- 24 cluding overtime, directly related to COVID–19. 25 VerDate Sep 11 2014 02:15 Jun 13, 2020 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\S3806.IS S3806 kjohnson on DSK79L0C42PROD with BILLS 5 •S 3806 IS (c) APPLICABILITY.—The Federal share described in 1 subsection (b) shall apply to assistance provided before, 2 on, or after the date of enactment of this Act. 3 Æ VerDate Sep 11 2014 02:15 Jun 13, 2020 Jkt 099200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6301 E:\BILLS\S3806.IS S3806 kjohnson on DSK79L0C42PROD with BILLS
