A BILL
To permit the Election Assistance Commission to waive the
matching requirement for payments made to States for
election security grants under the Coronavirus Aid, Re-
lief, and Economic Security Act.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘State Elections Pre-
4
paredness Act’’.

SEC. 2. WAIVER OF MATCHING REQUIREMENT FOR ELEC-

TION SECURITY GRANTS TO STATES.

(a) IN GENERAL.—In the case where the Election As-
3
sistance Commission (referred to in this section as the
4
‘‘Commission’’) determines exigent circumstances related
5
to the COVID–19 pandemic prevent a State from pro-
6
viding matching funds as described in the last proviso
7
under the heading ‘‘Election Assistance Commission, Elec-
8
tion Security Grants’’ in the Financial Services and Gen-
9
eral Government Appropriations Act, 2020 (Public Law
10
116–93; 133 Stat. 2461) (relating to the State matching
11
funds requirement), the Commission may waive the appli-
12
cation of such State matching funds requirement under
13
such proviso with respect to any payment made to the
14
State using funds appropriated or otherwise made avail-
15
able to the Commission under the Coronavirus Aid, Relief,
16
and Economic Security Act (Public Law 116–136).

(b) EFFECTIVE DATE.—Subsection (a) shall take ef-
18
fect as if included in the enactment of the Coronavirus
19
Aid, Relief, and Economic Security Act (Public Law 116–
20
136).
