Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. EXPEDITED REVIEW FOR CERTAIN PROJECTS NEAR 1 MILITARY INSTALLATIONS. 2 Section 14 of the Act of March 3, 1899 (33 U.S.C. 3 408) is amended by redesignating subsection (d) as sub- 4 section (e) and inserting after subsection (c) the following: 5 ‘‘(d) EXPEDITED REVIEW.— 6 ‘‘(1) IN GENERAL.—The Secretary shall 7 prioritize, and expedite review of, any application by 8 a non-Federal interest for permission to take action 9 affecting public projects pursuant to subsection (a) 10 that will provide a military installation (as defined 11 in section 2801 of title 10, United States Code) with 12 new or enhanced resilience. 13 ‘‘(2) ANNUAL REPORT.—Not later than one 14 year after the date of enactment of this subsection, 15 and annually thereafter, the Secretary shall submit 16 to Congress a report on the implementation of this 17 subsection, including specification of— 18 ‘‘(A) the number of applications described 19 in paragraph (1) that are pending as of the 20 date of the report; 21 ‘‘(B) the number of applications described 22 in paragraph (1) that were received in the year 23 covered by the report; and 24 ‘‘(C) for each application described in 25 paragraph (1) with respect to which a decision 26 VerDate Sep 11 2014 23:09 Jun 11, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H6922.IH H6922 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 6922 IH was made in the year covered by the report, the 1 length of time between the date on which the 2 Secretary received the complete application and 3 the date on which the Secretary made such de- 4 cision.’’. 5 Æ VerDate Sep 11 2014 23:09 Jun 11, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H6922.IH H6922 kjohnson on DSK79L0C42PROD with BILLS
