A BILL
To require the Secretary of Commerce to conduct a study
on manufacturing in the United States, and for other
purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Advancing IOT Manu-
4
facturing Act’’.
5
SEC. 2. STATE OF MANUFACTURING IN THE UNITED
6
STATES STUDY.
7
(a) IN GENERAL.—
8
(1) STUDY REQUIRED.—Not later than 2 years
9
after the date of the enactment of this Act, the Sec-

retary of Commerce, in coordination with the head
1
of any other appropriate Federal agency, shall con-
2
duct a study on the impact of manufacturing on
3
United States businesses conducting interstate com-
4
merce.
5
(2) REQUIREMENTS
FOR
STUDY.—In con-
6
ducting the study, the Secretary shall conduct a sur-
7
vey of the following:
8
(A) The manufacturing industry through
9
outreach to participating entities to—
10
(i) establish a list of the industry sec-
11
tors that rely on manufacturing;
12
(ii) review internet connected devices
13
and internet connected solutions used in
14
the manufacturing industry;
15
(iii) review of how such internet con-
16
nected devices and internet connected solu-
17
tions impact the manufacturing process,
18
including how such processes may benefit
19
from such uses;
20
(iv) review any industry-identified
21
challenges to the widespread adoption of
22
internet connected devices and internet
23
connected solutions in manufacturing; and

(v) establish how the implementation

of internet connected devices and internet
2
connected solutions in the manufacturing
3
sector may benefit the United States econ-
4
omy, including how its adoption may help
5
businesses create jobs, increase efficiency,
6
and lower costs on consumers.
7
(B) Federal activity related to manufac-
8
turing and internet connected devices and inter-
9
net connected solutions used in manufacturing
10
to—
11
(i) establish a comprehensive list of
12
Federal agencies asserting jurisdiction over
13
manufacturing industry sectors identified
14
under subparagraph (A)(i) and internet
15
connected devices and internet connected
16
solutions used in manufacturing;
17
(ii) develop a brief description of why
18
such Federal agencies are asserting juris-
19
diction and the expertise of such Federal
20
agencies regarding manufacturing and
21
internet connected devices and internet
22
connected solutions used in manufacturing;
23
(iii) identify all interagency activities
24
related to manufacturing and internet con-

nected devices and internet connected solu-
1
tions used in manufacturing; and
2
(iv) identify each Federal rule, regula-
3
tion, guideline, policy, and other Federal
4
activity implemented by each Federal agen-
5
cy related to manufacturing and internet
6
connected devices and internet connected
7
solutions used in manufacturing.
8
(C) Conduct a survey of the marketplace
9
and supply chain of internet connected devices
10
used in manufacturing to—
11
(i) assess the severity of risks posed
12
to such marketplace and supply chain;
13
(ii) review the ability of foreign gov-
14
ernments or third parties to exploit such
15
supply chain in a manner that raises risks
16
to the economic and national security of
17
the United States; and
18
(iii) identify emerging risks and long-
19
term trends in such marketplace and sup-
20
ply chain.

(b) REPORT
TO
CONGRESS.—Not later than 6
22
months after the completion of the study required pursu-
23
ant to subsection (a), the Secretary, in coordination with
24
the head of any other appropriate Federal agency, shall

submit to the Committee on Energy and Commerce of the
1
House of Representatives and the Committee on Com-
2
merce, Science, and Transportation of the Senate a report
3
that contains—
4
(1) the results of the study conducted under
5
subsection (a); and
6
(2) recommendations to—
7
(A) address any duplicative Federal rule,
8
regulation, guideline, policy, and other Federal
9
activity acting as a barrier to the growth of
10
manufacturing and the use of internet con-
11
nected devices or internet connected solutions in
12
manufacturing;
13
(B) promote sustained investment into the
14
manufacturing sector, including promotion of
15
the use of internet connected devices and inter-
16
net connected solutions in manufacturing;
17
(C) develop and implement a comprehen-
18
sive plan to promote the growth of manufac-
19
turing, including the use of internet connected
20
devices and internet connected solutions in
21
manufacturing;
22
(D) develop policies that States can adopt
23
to encourage the growth of manufacturing, in-
24
cluding the use of internet connected devices
