Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Advancing 3D Printing 4 Act’’. 5 SEC. 2. THREE-DIMENSIONAL PRINTING STUDY. 6 (a) IN GENERAL.— 7 VerDate Sep 11 2014 03:57 Jun 12, 2020 Jkt 099200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H6928.IH H6928 kjohnson on DSK79L0C42PROD with BILLS 2 •HR 6928 IH (1) STUDY REQUIRED.—Not later than 2 years 1 after the date of the enactment of this Act, the Con- 2 sumer Product Safety Commission, in coordination 3 with the head of any other appropriate Federal 4 agency, shall conduct a study on the impact of 5 three-dimensional printing on United States busi- 6 nesses conducting interstate commerce. 7 (2) REQUIREMENTS FOR STUDY.—In con- 8 ducting the study, the Commission shall do the fol- 9 lowing: 10 (A) Conduct a survey of three-dimensional 11 printing through outreach to participating enti- 12 ties to— 13 (i) establish a list of the industry sec- 14 tors that develop and use three-dimen- 15 sional printing; 16 (ii) establish a list of public-private 17 partnerships focused on promoting the 18 adoption, and use of three-dimensional 19 printing; 20 (iii) provide a description of the ways 21 such industry sectors develop, use, or pro- 22 mote the use of three-dimensional printing; 23 and 24 VerDate Sep 11 2014 03:57 Jun 12, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H6928.IH H6928 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 6928 IH (iv) provide a description of some of 1 the advantages or disadvantages three-di- 2 mensional printing may present. 3 (B) Conduct a survey of Federal activity 4 related to three-dimensional printing to— 5 (i) establish a comprehensive list of 6 Federal agencies asserting jurisdiction over 7 entities and industry sectors identified 8 under subparagraph (A)(i); 9 (ii) identify all interagency activities 10 related to three-dimensional printing; 11 (iii) develop a brief description of the 12 jurisdiction and expertise of the Federal 13 agencies as it relates to three-dimensional 14 printing; and 15 (iv) identify each Federal rule, regula- 16 tion, guideline, policy, and other Federal 17 activity implemented by each Federal agen- 18 cy related to three-dimensional printing. 19 (C) Conduct an international survey of 20 other countries to establish a compendium at 21 least 10 and not more than 15 countries con- 22 sisting of each country’s national strategy on 23 three-dimensional printing to determine where 24 VerDate Sep 11 2014 03:57 Jun 12, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H6928.IH H6928 kjohnson on DSK79L0C42PROD with BILLS 4 •HR 6928 IH the United States ranks with respect to the 1 adoption of three-dimensional printing. 2 (D) Conduct a survey of the marketplace 3 and supply chain of three-dimensional printing 4 to— 5 (i) assess the severity of risks posed 6 to such marketplace and supply chain; 7 (ii) review the ability of foreign gov- 8 ernments or third parties to exploit such 9 supply chain in a manner that raises risks 10 to the economic and national security of 11 the United States; and 12 (iii) identify emerging risks and long- 13 term trends in such marketplace and sup- 14 ply chain. 15 (b) REPORT TO CONGRESS.—Not later than 6 16 months after the completion of the study required pursu- 17 ant to subsection (a), the Commission, in coordination 18 with the head of any other appropriate Federal agency, 19 shall submit to the Committee on Energy and Commerce 20 of the House of Representatives and the Committee on 21 Commerce, Science, and Transportation of the Senate a 22 report that contains— 23 (1) the results of the study conducted under 24 subsection (a); and 25 VerDate Sep 11 2014 03:57 Jun 12, 2020 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H6928.IH H6928 kjohnson on DSK79L0C42PROD with BILLS 5 •HR 6928 IH (2) recommendations to— 1 (A) address any duplicative Federal rule, 2 regulation, guideline, policy, and other Federal 3 activity acting as a barrier to the adoption of 4 three-dimensional printing; 5 (B) develop and implement a comprehen- 6 sive plan to promote the growth of the adoption 7 of three-dimensional printing; 8 (C) develop policies that States can adopt 9 to encourage the growth of three-dimensional 10 printing; 11 (D) develop a national strategy to advance 12 the position in the world of business sectors in 13 the United States on the adoption of three-di- 14 mensional printing; 15 (E) develop strategies to mitigate current 16 and emerging risks to the marketplace and sup- 17 ply chain of three-dimensional printing; and 18 (F) develop legislation to accomplish such 19 recommendations. 20 Æ VerDate Sep 11 2014 03:57 Jun 12, 2020 Jkt 099200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6301 E:\BILLS\H6928.IH H6928 kjohnson on DSK79L0C42PROD with BILLS
