Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Advancing Quantum 4 Computing Act’’. 5 SEC. 2. QUANTUM COMPUTING STUDY. 6 (a) IN GENERAL.— 7 VerDate Sep 11 2014 01:20 Jun 11, 2020 Jkt 099200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H6919.IH H6919 pbinns on DSKJLVW7X2PROD with BILLS 2 •HR 6919 IH (1) STUDY REQUIRED.—Not later than 2 years 1 after the date of the enactment of this Act, the Sec- 2 retary of Commerce, in coordination with the head 3 of any other appropriate Federal agency, shall con- 4 duct a study on the impact of quantum computing 5 on United States businesses conducting interstate 6 commerce. 7 (2) REQUIREMENTS FOR STUDY.—In con- 8 ducting the study, the Secretary shall do the fol- 9 lowing: 10 (A) Conduct a survey of quantum com- 11 puting through outreach to participating enti- 12 ties to— 13 (i) establish a list of the industry sec- 14 tors that develop and use quantum com- 15 puting; 16 (ii) establish a list of public-private 17 partnerships focused on promoting the 18 adoption, and use of quantum computing; 19 (iii) provide a description of the ways 20 such industry sectors develop, use, or pro- 21 mote the use of quantum computing; and 22 (iv) provide a description of some of 23 the advantages or disadvantages quantum 24 VerDate Sep 11 2014 01:20 Jun 11, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H6919.IH H6919 pbinns on DSKJLVW7X2PROD with BILLS 3 •HR 6919 IH computing may present for United States 1 businesses. 2 (B) Conduct a survey of Federal activity 3 related to quantum computing to— 4 (i) establish a comprehensive list of 5 Federal agencies asserting jurisdiction over 6 entities and industry sectors identified 7 under subparagraph (A)(i); 8 (ii) identify all interagency activities 9 related to quantum computing; 10 (iii) develop a brief description of the 11 jurisdiction and expertise of the Federal 12 agencies as it relates to quantum com- 13 puting; and 14 (iv) identify each Federal rule, regula- 15 tion, guideline, policy, and other Federal 16 activity implemented by each Federal agen- 17 cy. 18 (C) Conduct an international survey of 19 other countries to establish a compendium at 20 least 10 and not more than 15 countries con- 21 sisting of each country’s national strategy on 22 quantum computing to determine where the 23 United States ranks with respect to the adop- 24 tion of quantum computing. 25 VerDate Sep 11 2014 01:20 Jun 11, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H6919.IH H6919 pbinns on DSKJLVW7X2PROD with BILLS 4 •HR 6919 IH (D) Conduct a survey of the marketplace 1 and supply chain of quantum computing to— 2 (i) assess the severity of risks posed 3 to such marketplace and supply chain; 4 (ii) review the ability of foreign gov- 5 ernments or third parties to exploit such 6 supply chain in a manner that raises risks 7 to the economic and national security of 8 the United States; and 9 (iii) identify emerging risks and long- 10 term trends in such marketplace and sup- 11 ply chain. 12 (b) REPORT TO CONGRESS.—Not later than 6 13 months after the completion of the study required pursu- 14 ant to subsection (a), the Secretary, in coordination with 15 the head of any other appropriate Federal agency, shall 16 submit to the Committee on Energy and Commerce of the 17 House of Representatives and the Committee on Com- 18 merce, Science, and Transportation of the Senate a report 19 that contains— 20 (1) the results of the study conducted under 21 subsection (a); and 22 (2) recommendations to— 23 (A) address any duplicative Federal rule, 24 regulation, guideline, policy, and other Federal 25 VerDate Sep 11 2014 01:20 Jun 11, 2020 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H6919.IH H6919 pbinns on DSKJLVW7X2PROD with BILLS 5 •HR 6919 IH activity acting as a barrier to the adoption of 1 quantum computing; 2 (B) develop and implement a comprehen- 3 sive plan to promote the growth of the adoption 4 of quantum computing; 5 (C) develop policies that States can adopt 6 to encourage the growth of quantum computing; 7 (D) develop a national strategy to advance 8 the position in the world of business sectors in 9 the United States on the adoption of quantum 10 computing; 11 (E) develop strategies to mitigate current 12 and emerging risks to the marketplace and sup- 13 ply chain of quantum computing; and 14 (F) develop legislation to accomplish such 15 recommendations. 16 Æ VerDate Sep 11 2014 01:20 Jun 11, 2020 Jkt 099200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6301 E:\BILLS\H6919.IH H6919 pbinns on DSKJLVW7X2PROD with BILLS
