following bill; which was referred to the Committee on Armed Services

To direct the Secretary of Defense to phase-in zero-emission
non-tactical vehicles and reduce the petroleum consump-
tion of the Department of Defense Federal fleet, and
for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. DEPARTMENT OF DEFENSE PHASE-IN OF ZERO-
3
EMISSION NON-TACTICAL MOTOR VEHICLES.

(a) IN GENERAL.—To the extent practicable, the Sec-
5
retary of Defense shall replace any motor vehicle in use
6
at a military installation that reaches the end of its service
7
life with a zero-emission vehicle.

(b) EXCEPTION.—Subsection (a) does not apply with
1
respect to tactical vehicles designed for use in combat.
2
(c) REPORT TO CONGRESS.—Not later than one year
3
after the date of the enactment of this Act, the Secretary
4
of Defense shall submit to the Committees on Armed Serv-
5
ices of the Senate and House of Representatives a report
6
on the feasibility of carrying out the requirement under
7
this section. If the Secretary determines that an exception
8
to the requirement is necessary for any military installa-
9
tion, the Secretary shall include in the report a request
10
for the exception together with the reasons why the excep-
11
tion is necessary.

SEC. 2. REDUCTION OF PETROLEUM FUEL CONSUMPTION.

(a) IN GENERAL.—The Secretary of Defense shall
14
take such steps as may be necessary to decrease the petro-
15
leum fuel consumption of Department of Defense Federal
16
fleets, with the goal of a achieving a 50 percent reduction
17
in annual petroleum consumption by October 1, 2030, as
18
compared to the baseline petroleum consumption level dur-
19
ing fiscal year 2005.

(b) REPORT.—If the Secretary determines that the
21
Department is unable to meet the goal under subsection
22
(a), not later than on year after the date of the enactment
23
of this Act, the Secretary shall submit to the Committees
24
on Armed Services Committees of the Senate and House
