Mr. DAINES introduced the following bill; which was read twice and referred
to the Committee on Finance
A BILL
To require States to pass-through 45 percent of the amounts
paid from the Coronavirus Relief Fund to local govern-
ments that did not receive a direct payment from the
Fund.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Strengthening Local
4
Coronavirus Response Act’’.

SEC. 2. PASS-THROUGH OF PORTION OF STATE CORONAVI-
1
RUS RELIEF FUND TO LOCAL GOVERNMENTS.
2
(a) PASS-THROUGH REQUIREMENT.—Subsection (b)
3
of section 601 of the Social Security Act, as added by sec-
4
tion 5001(a) of the Coronavirus Aid, Relief, and Economic
5
Security Act (Public Law 116–136) is amended—
6
(1) in paragraph (1), by striking ‘‘Subject to
7
paragraph (2)’’ and inserting ‘‘Subject to para-
8
graphs (2) and (3)’’; and
9
(2) by adding at the end the following
10
‘‘(3)
PASS-THROUGH
REQUIREMENT.—Each
11
State shall distribute 45 percent of the amount paid
12
to the State under this section for fiscal year 2020
13
(after the application of paragraph (2)) upon receipt
14
on a pass-through basis, and without requiring any
15
application, to each unit of local government in the
16
State that is not a large unit of local government
17
that received a direct payment under this section in
18
accordance with paragraph (2). The preceding dis-
19
tribution requirement shall not apply to the District
20
of Columbia.’’.

(b) CONFORMING AMENDMENTS.—Section 601 of
22
such Act is further amended—

(1) in subsection (b)—

lowing: ‘‘For purposes of this section, the
8
term ‘large unit of local government’

means a unit of local government, as de-
10
fined in subsection (g)(2), with a popu-
11
lation that exceeds 500,000.’’;

(2) in subsection (c)(5)—
13
(A) in the paragraph heading, by inserting
14
‘‘LARGE’’ before ‘‘UNIT’’; and
15
(B) by inserting ‘‘large’’ before ‘‘unit of
16
local government’’ each place it appears;

(3) in subsection (e)—

(A) by inserting ‘‘direct’’ before ‘‘pay-
19
ment’’; and

(B) by inserting ‘‘large’’ before ‘‘unit of
21
local government’’ each place it appears; and

(4) in subsection (g)(2)—

(A) in the paragraph heading, by striking

‘‘LOCAL’’ and inserting ‘‘UNIT OF LOCAL’’; and

(c) EFFECTIVE DATE.—The amendments made by
3
this section shall take effect as if included in the enact-
4
ment of section 601 of the Social Security Act, as added
5
by section 5001(a) of the Coronavirus Aid, Relief, and
6
Economic Security Act (Public Law 116–136).
