To authorize the use of certain homeless assistance amounts
to rent hotel and motel rooms, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Ensuring Safe Hous-
4
ing for Homeless During the COVID-19 Pandemic Act of
5
2020’’.

SEC. 2. USE OF CARES ACT ASSISTANCE FOR HOMELESS

FAMILIES.

Development—Homeless Assistance Grants’’ in title XII

of division B of the CARES Act (Public Law 116–136)

is amended by inserting before the final proviso the fol-
3
lowing: ‘‘Provided further, That notwithstanding any other
4
provision of law, amounts made available under this head-
5
ing may be used to provide a voucher for rental of a hotel
6
or motel room for a homeless individual or household with-
7
out regard to any existing requirement under law or regu-
8
lation conditioning such use on the unavailability of an
9
appropriate emergency shelter:’’.
