AN ACT
To amend the Elder Abuse Prevention and Prosecution Act
to improve the prevention of elder abuse and exploitation
of individuals with Alzheimer’s disease and related de-
mentias.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Promoting Alzheimer’s
4
Awareness to Prevent Elder Abuse Act’’.
5
SEC. 2. ADDRESSING ALZHEIMER’S DISEASE IN BEST PRAC-
6
TICES.
7
(a) IN GENERAL.—Section 101(b) of the Elder Abuse
8
Prevention and Prosecution Act (34 U.S.C. 21711(b)) is
9
amended—

(1) by redesignating subparagraphs (A), (B),
1
and (C) of paragraph (2) as clauses (i), (ii), and
2
(iii), respectively, and adjusting the margin accord-
3
ingly;
4
(2) by redesignating paragraphs (1), (2), and
5
(3) as subparagraphs (A), (B), and (C), respectively,
6
and adjusting the margin accordingly;
7
(3) by striking ‘‘Not later than’’ and inserting
8
the following:
9
‘‘(1) IN GENERAL.—Not later than’’;
10
(4) in paragraph (1)(B), as so redesignated—
11
(A) in clause (ii), by inserting ‘‘, including
12
witnesses who have Alzheimer’s disease and re-
13
lated dementias’’ after ‘‘other legal issues’’; and
14
(B) in clause (iii), by striking ‘‘elder abuse
15
cases,’’ and inserting ‘‘elder abuse cases (in-
16
cluding victims and witnesses who have Alz-
17
heimer’s disease and related dementias),’’; and
18
(5) by adding at the end the following:

‘‘(2) TRAINING MATERIALS.—
20
‘‘(A) IN GENERAL.—In creating or com-
21
piling replication guides and training materials
22
under paragraph (1)(B), the Elder Justice Co-
23
ordinator shall consult with the Secretary of
24
Health and Human Services, State, local, and

Tribal adult protective services, aging, social,

and human services agencies, Federal, State,
2
local, and Tribal law enforcement agencies, and
3
nationally recognized nonprofit associations
4
with relevant expertise, as appropriate.
5
‘‘(B) UPDATING.—The Elder Justice Coor-
6
dinator shall—
7
‘‘(i) review the best practices identi-
8
fied and replication guides and training
9
materials created or compiled under para-
10
graph (1)(B) to determine if the replica-
11
tion guides or training materials require
12
updating; and
13
‘‘(ii) perform any necessary updating
14
of the replication guides or training mate-
15
rials.’’.

(b) APPLICABILITY.—The amendments made by sub-
17
section (a) shall—
18
(1) take effect on the date of enactment of this
19
Act; and
20
(2) apply on and after the date that is 1 year
21
after the date of enactment of this Act.

SEC. 3. REPORT ON OUTREACH.

(a) IN GENERAL.—Section 101(c)(2) of the Elder
2
Abuse Prevention and Prosecution Act (34 U.S.C.
3
21711(c)(2)) is amended—
4
(1) by redesignating subparagraphs (A) through
5
(D) as clauses (i) through (iv), respectively, and ad-
6
justing the margin accordingly;
7
(2) by striking ‘‘a report detailing’’ and insert-
8
ing the following: ‘‘a report—
9
‘‘(A) detailing’’; and
10
(3) by adding at the end the following:
11
‘‘(B) with respect to the report by the At-
12
torney General, including a link to the publicly
13
available best practices identified under sub-
14
section (b)(1)(B) and the replication guides and
15
training materials created or compiled under
16
such subsection.’’.

(b) APPLICABILITY.—The amendments made by sub-
18
section (a) shall apply with respect to the report under
19
section 101(c)(2) of the Elder Abuse Prevention and Pros-
20
ecution Act (34 U.S.C. 21711(c)(2)) submitted during the

second year beginning after the date of enactment of this
