Ms. MCSALLY introduced the following bill; which was read twice and referred

A BILL
To provide loan forgiveness under the Paycheck Protection
Program for costs related to health and safety supplies,
including personal protective equipment, needed to pre-
pare for reopening, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Main Street Enhance-
4
ment and Safety Act’’.

SEC. 2. LOAN FORGIVENESS FOR HEALTH AND SAFETY

SUPPLIES, PPE, AND REOPENING COSTS.

(a) ALLOWABLE
USE
OF
PPP LOAN.—Section
3
7(a)(36)(F)(i) of the Small Business Act (15 U.S.C.
4
636(a)(36)(F)(i)) is amended—
5
(1) in subclause (VI), by striking ‘‘and’’ at the
6
end;
7
(2) in subclause (VII), by striking the period at
8
the end and inserting a semicolon; and
9
(3) by adding at the end the following:
10
‘‘(VIII) costs for health and safe-
11
ty supplies, including personal protec-
12
tive equipment, needed to prepare for
13
reopening; and
14
‘‘(IX) costs related to creating a
15
safe environment for customers upon
16
reopening, including changes, modi-
17
fications, or improvements to the busi-
18
ness of the eligible recipient.’’.

(b) LOAN
FORGIVENESS.—Section 1106 of the
20
CARES Act (Public Law 116–136) is amended—
21
(1) in subsection (a)—
22
(A) in paragraph (7)—
23
(i) in subparagraph (C), by striking
24
‘‘and’’ at the end; and

(ii) by adding at the end the fol-

lowing:

‘‘(E) reopening costs;’’;
3
(B) in paragraph (8), by striking the pe-
4
riod at the end and inserting ‘‘; and’’; and
5
(C) by adding at the end the following:

‘‘(9) the term ‘reopening costs’ means the costs
7
described in subclauses (VIII) and (IX) of para-
8
graph (36)(a)(F)(i) of section 7(a) of the Small
9
Business Act (15 U.S.C. 636(a)), as added by sec-
10
tion 1102 of this Act.’’;

(2) in subsection (b), by adding at the end the
12
following:

‘‘(5) Reopening costs.’’;
14
(3) in subsection (e), by inserting ‘‘or for re-
15
opening costs’’ after ‘‘utility payments’’; and
16
(4) in subsection (h), by inserting ‘‘reopening
17
costs,’’ after ‘‘lease obligations,’’ each place that
18
term appears.
