Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. ACTIONS IN RESPONSE TO SAUDI ARABIA’S AG- 3 GRESSION TOWARDS THE UNITED STATES 4 PETROLEUM INDUSTRY. 5 (a) REMOVAL OF UNITED STATES ARMED FORCES 6 FROM SAUDI ARABIA.— 7 (1) IN GENERAL.—The President shall with- 8 draw all members of the United States Armed 9 VerDate Sep 11 2014 21:15 May 26, 2020 Jkt 099200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S3687.IS S3687 pbinns on DSKJLVW7X2PROD with BILLS 2 •S 3687 IS Forces from Saudi Arabia not later than 30 days 1 after the date of the enactment of this Act. 2 (2) PROHIBITION ON USE OF FUNDS.—Begin- 3 ning 30 days after the date of the enactment of this 4 Act, no funds may be obligated or expended to main- 5 tain a United States Armed Forces presence in 6 Saudi Arabia. 7 (b) REGULATION OF IMPORTS OF PETROLEUM AND 8 PETROLEUM-RELATED PRODUCTS OR BYPRODUCTS 9 FROM SAUDI ARABIA.— 10 (1) IN GENERAL.—Not later than 10 days after 11 the date of the enactment of this Act, the President 12 shall regulate, in accordance with the International 13 Emergency Economic Powers Act (50 U.S.C. 1701 14 et seq.), importation into the United States of petro- 15 leum or any petroleum-related product or byproduct 16 from Saudi Arabia by imposing a tariff with respect 17 to such petroleum or petroleum-related product or 18 byproduct to ensure that the price of such petroleum 19 or petroleum-related product or byproduct is not less 20 than $40 per barrel. 21 (2) INAPPLICABILITY OF NATIONAL EMER- 22 GENCY REQUIREMENT.—The requirements of section 23 202 of the International Emergency Economic Pow- 24 VerDate Sep 11 2014 21:15 May 26, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S3687.IS S3687 pbinns on DSKJLVW7X2PROD with BILLS 3 •S 3687 IS ers Act (50 U.S.C. 1701) shall not apply for pur- 1 poses of this subsection. 2 (3) IMPLEMENTATION; PENALTIES.— 3 (A) IMPLEMENTATION.—The President 4 may exercise all authorities provided under sec- 5 tions 203 and 205 of the International Emer- 6 gency Economic Powers Act (50 U.S.C. 1702 7 and 1704) to carry out this subsection. 8 (B) PENALTIES.—A person that violates, 9 attempts to violate, conspires to violate, or 10 causes a violation of paragraph (1), or any reg- 11 ulation, license, or order issued to carry out 12 that paragraph, shall be subject to the penalties 13 set forth in subsections (b) and (c) of section 14 206 of the International Emergency Economic 15 Powers Act (50 U.S.C. 1705) to the same ex- 16 tent as a person that commits an unlawful act 17 described in subsection (a) of that section. 18 Æ VerDate Sep 11 2014 21:15 May 26, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\S3687.IS S3687 pbinns on DSKJLVW7X2PROD with BILLS
