Mr. KIM (for himself, Mr. PALLONE, Mrs. WATSON COLEMAN, Mr. PASCRELL,
Mr. NORCROSS, Mr. MALINOWSKI, Mr. PAYNE, and Mr. SIRES) intro-
duced the following bill; which was referred to the Committee on Trans-
portation and Infrastructure, and in addition to the Committees on Fi-
nancial Services, and Small Business, for a period to be subsequently de-
termined by the Speaker, in each case for consideration of such provisions
as fall within the jurisdiction of the committee concerned
A BILL
To cancel and waive certain debts owed to the United States
with respect to Hurricane Sandy, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Security After Sandy
4
Act’’.
5
SEC. 2. COMMUNITY DISASTER LOAN FORGIVENESS.
6
Notwithstanding any other provision of law, repay-
7
ment shall be canceled for all uncollected amounts owed

with respect to loans made by the Federal Government
1
between January 1, 2006, and January 1, 2020, under
2
section 417 of the Robert T. Stafford Disaster Relief and
3
Emergency Assistance Act (42 U.S.C. 5184) with respect
4
to any major disaster declared under section 401 of such
5
Act.

SEC. 3. WAIVER OF DEBT.
7
(a) IN GENERAL.—Notwithstanding subchapter II of
8
chapter 37 of title 31, United States Code, the Adminis-
9
trator of the Federal Emergency Management Adminis-
10
tration, the Secretary of Housing and Urban Develop-
11
ment, and the Administrator of the Small Business Ad-
12
ministration—
13
(1) subject to paragraph (2), shall waive a debt
14
owed to the United States related to covered assist-
15
ance provided to an individual or household if—
16
(A) such debt owed is a result of an unau-
17
thorized use of funds for such covered assist-
18
ance; and
19
(B) the use of funds related to the same
20
recovery for which the covered assistance was
21
provided; and
22
(2) may not waive a debt under paragraph (1)
23
if the debt involves fraud by the debtor.

(b) COVERED ASSISTANCE DEFINED.—In this sec-
1
tion, the term ‘‘covered assistance’’ means Federal assist-
2
ance provided in relation to a major disaster declared by
3
the President under section 401 of the Robert T. Stafford
4
Disaster Relief and Emergency Assistance Act (42 U.S.C.
5
5170) between January 1, 2006, and January 1, 2020.
